INTRODUCTION
The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG) is issuing this source sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide Toughbook, ruggedized to support a foreign partner system. This action is in support of an amendment the country has requested. SAMD is seeking to see if there are contractors that can provide this item and how much it will cost. The information they learn from this Market Research will allow them to eventually write an LOA line for this item if responses are received.
The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this source sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

REQUIRED CAPABILITIES
The Government requires Panasonic Toughbook, Ruggedized (part number: RF-3577-30EN) for command-and-control software to be delivered to CECOM-ILSC, SAMD, at Aberdeen Proving Grounds, Maryland. The intent of this Sources Sought is to assess the availability of vendors and pricing to meet this requirement.
The Government envisions a solution for that meets the following operational and program requirements identified in Attachment 001.
REQUIRED INFORMATION TO BE SUBMITTED
The following outlines the information requested for this Market Research to further understand what is available in the market.
SPECIAL REQUIREMENTS
Solution should be exportable for use in Taiwan.
In accordance with foreign partner’s procurement policy, all the information and communications device/equipment, including “Computing”, “Storage “and “Network Communications” components/ modules within the device cannot be made or source in China, Hong Kong, and Macau. No “Made in China’ label/tag.
Confirmation from vendor the proposed Panasonic Toughbook, *** Ruggedized is not made in China***.

SUBMISSION DETAILS
Interested businesses should submit:
1. A brief capabilities statement package (no more than ten 8.5 X 11-inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format.
2. Name and address of company, with Commercial and Government Entity (CAGE) Code and Data Universal Numbering System (DUNS) number. Any interested company must be registered with Central Contractor Registration (CCR), Web site address and type of ownership for the organization.
3. Point of Contact Name, Department, phone number, and email address.
No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.
4. Identify past and current hardware your company offers that exactly matches the capabilities specified in attachment 001.
5. Address your company's capability to act as a single provider for the hardware defined herein. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements
6.State whether your company is currently providing a different generation/version of this item to the US Government and if so, what is the contract number?
7.All respondents must disclose their current involvement with any other efforts that have happened in the past or are currently being performed. Specifically, you must detail whether your company is currently providing the described requirement to the government—either directly as a prime contractor or as a subcontractor on any other effort.
8.Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist Michael Siwek (michael.f.Siwek.civ@army.mil) and Contracting Officer Gloria Atkins (Gloria.e.Atkins.civ@army.mil), in either Microsoft Word or Portable Document Format (PDF), no later than 1:00 p.m. Eastern Time Zone on 11 September 2026 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.
If your organization has the potential capacity to provide the required products/systems, please provide the following information: Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
