Background:
The Bureau of International Narcotics and Law Enforcement Affairs (INL) has undertaken the P4000 program to address the insufficient number of Haitian National Police (HNP) officers and expand their capacity to address the extreme levels of urban violence. To address the escalating threat posed by illegal gangs and support the re-establishment of state security, there is an urgent requirement for the HNP to develop foundation and specialized capabilities including tactical planning, movement and operations, urban policing and command, control and coordination. An enhanced urban operations training program will deliver standardized, high-quality and internationally developed tactical training to HNP recruits to improve their operational effectiveness in complex urban environments, strengthen their ability to counter organized criminal groups, and enable the safe, lawful, and coordinated conduct of security operations.
This Sources Sought notice is issued for planning market research purposes only, and does not constitute a solicitation for proposals, offers, bids, and/or quotes. This is not an announcement of a forthcoming solicitation, or confirmation that the Government will contract for the items contained in the Sources Sought, nor is any commitment on the part of the Government to award a contract implied. Responses to this notice will assist the Government in identifying potential sources and in determining if a Small Business set-aside of the solicitation is appropriate. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this Sources Sought. Responses to this notice will not be returned.
The following information is requested in this RFI/Sources Sought:
1. Company name, point of contact, phone number, and address;
2. UEI Number and CAGE Code;
3. Small Business Designation: SB/SDVOSB/HUBZONE/8(a)/WOSB or other SBA certification for applicable NAICS;
4. Proposed NAICS/PSC code;
5. Statement of capabilities applicable to this requirement. Respondents must show experience conducting urban combat and anti-gang training to mirror the challenges facing Port-au-Prince. Showcase experience training new cadets with minimal to no law enforcement experience;
6. Strong In-Country Presence (Haiti) - Respondents shall be able to demonstrate its capability to offer services in-country and experience operating in complex security environments and navigating logistical travel issues operating within Haiti. There are security and logistical concerns traveling in and out of Haiti. The offeror should have previous experience having personnel travel in and out of country and can plan accordingly.
7. Deployment Timeline – Respondents shall be able to demonstrate its ability to deploy and perform services in country with the host government within 30 days of award.

Technical Specifications:
The vendor will deliver a comprehensive six-week Tactical Operations in Urban Terrain training program to augment the INL P4000 Program's support to the HNP. The training will be integrated into the existing HNP recruit curriculum during weeks 9-14 of the basic training course and delivered to three consecutive recruit courses (Courses 37, 38, and 39), with each course comprising approximately 1,200 recruits organized into six companies of 200 recruits each. The vendor shall deploy a training team consisting of project oversight and international instructors, supported by HNP instructors and Language Assistants, to deliver six sequential training modules: (1) Weapons Handling and Individual Movement Techniques; (2) Squad-Level Formations, Urban Patrolling, and Cordon Operations; (3) Room Clearance and Defensive Position Fortification; (4) Vehicle Checkpoints and Search Procedures; (5) Pistol Training and Qualification; and (6) Rifle Training and Qualification.
The vendor shall conduct pre- and post-training assessments, weekly summative evaluations, and weapons qualification testing for all recruits. The vendor shall coordinate closely with HNP leadership and INL representatives through weekly planning meetings and monthly stakeholder coordination sessions, maintain comprehensive safety protocols including Range Action Safety Plans, and provide After Action Reviews and lessons learned documentation following each training rotation. All training delivery shall incorporate human rights awareness, Rules of Engagement, International Humanitarian Law principles, and safeguarding protocols in accordance with Department of State requirements.
The vendor will complete three consecutive recruit courses, with each course comprising approximately 1,200 recruits organized into six companies of 200 recruits during the Period of Performance (one year).

The vendor will design a 6-week urban operations program for immediate use on Courses 37, 38 and 39. Vendor will deploy international instructors with extensive and relevant operational and training experience who can deploy rapidly and integrate effectively with HNP personnel and local training structures. Vendor personnel will be supported by pre-identified HNP instructors who have been hand-selected and screened from previous delivery of the HNP IDC in December 2025. The vendor will deploy international instructors to Port-au-Prince one week prior to the commencement of training for each course iteration.
Phase 3: Exit Phase
The vendor shall conduct dedicated lessons learned workshops for both HNP and INL stakeholders, ensuring insights are captured, shared, and integrated into future training and operational planning. The vendor shall prepare comprehensive project completion documentation including final After Action Review, training effectiveness analysis based on pre- and post-training assessments, and recommendations for sustained HNP training capacity. The vendor shall transfer all knowledge products and lesson materials to INL and HNP as agreed, including curriculum documentation, training aids, and assessment tools. The vendor shall conduct final stakeholder meetings with HNP leadership to review project outcomes, discuss post-handover requirements, and ensure understanding of timelines for project completion. The vendor shall provide transition support to enable HNP ownership of training processes and independent continuation of training delivery. The vendor shall responsibly close down project activities while maintaining flexibility to pivot, continue, scale, or expand operations as directed by INL.
RESPONSIBILITIES
The HNP will provide the cadets and training facilities. The training location will be at the Recruit Training Centre (Ecole Nationale de Police, ENP) in Port-au-Prince.
INL will work with the HNP to facilitate the adoption of the curriculum used for this training by the HNP in Port-au-Prince to ensure that future officers are learning the same skills developed during this training effort. INL will support the development of a town simulation for Tactical operations in Urban Terrain. INL will also procure and distribute all necessary weapons and ammunition. This includes at least 50 M4 rifles and 50 Glock pistols and expansion of the ranges.
LIFE AND MISSION SUPPORT
Travel and transportation costs for the training team will be included as allowable costs under this contract. This includes international flights, per diems for project personnel, hotel accommodations, compound rentals, visa fees, and airport transfers. The vendor will utilize rented armored vehicles to transport project staff from the hotel to the school. The vendor will provide language assistants, office rental, IKAK kits, training supplies, armored vehicle rentals, uniforms for the training team, laptops and mobile phones, HEAT course, trauma bags, first aid kits, and PPE for field staff.
PERIOD OF PERFORMANCE
The period of performance will be a one-year period.

Tactical Operations in Urban Terrain training program will take place at the Recruit Training Centre (Ecole Nationale de Police, ENP) in Port-au-Prince.
