2. Register to Receive Slides & Questionnaire:
Firms who register their interest will receive the presentation slides following the event. It is also requested that each firm provide responses to a questionnaire that will be launched at the conclusion of the event. Your responses will be considered for use in solicitation development. 🏗️ Program Background & Scope
The recapitalization of fighter town at Joint Base Elmendorf-Richardson requires unique purpose-built facilities to meet the unique needs of the fighter mission and operations. This approximated $7B program takes a complete campus approach to recapitalizing the fighter area to ensure all required facilities will be available and synchronized with the mission-driven equipment procurement, personnel movement, and logistical chain needed.
Because existing airfield facilities are unable to support this effort, a new site has been selected to expand the current airfield to accommodate the program.

To ensure complete and usable facilities, the project incorporates all necessary supporting infrastructure, including:

⚙️Innovative Acquisition Authorities:
This program intends to leverage the flexible authorities granted in the FY26 National Defense Authorization Act to take advantage of private sector innovative design and construction methods. It will use a combination of Other Transaction Authority (OTA), Progressive Design-Build (PDB), and other execution methods to innovate in delivery, reduce construction timelines, and lifecycle costs. OTA/PDB execution will capitalize on the construction industry's expertise and innovation while avoiding costly and time-consuming federal contracting regulatory burdens. The execution strategy is intentionally non-prescriptive to empower industry partners to innovate and propose the most effective technical solution to meet the defined needs.
