31100PR260000046 - USCG BASE LALB BUILDING 20 CHILLER REPAIR

1. GENERAL INFORMATION & DESCRIPTION

The United States Coast Guard (USCG) Base Los Angeles Long Beach (LALB) has a requirement to repair Chiller #2 located in Building 20. This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.

The contractor shall provide all labor, materials, equipment, transportation, supervision, and expertise necessary to replace two (2) compressors, one (1) thermal expansion valve, two (2) contactors, one (1) filter drier, and three (3) pumps (including associated motors, seals, and equipment) within the Dunham-Bush Chiller #2 system. All work must be completed in strict accordance with the Scope of Work (SOW), manufacturer instructions, and industry standards. Proposals must include a detailed pricing sheet with labor and parts and materiel. 

2. SUMMARY OF SCOPE OF WORK (Please reference the SOW Document for full details)

The work consists of, but is not limited to, the following requirements for Chiller #2 Dunham-Bush (Model# ACDS040ARGS, Serial# 2B82000007):

• Perform Lockout/Tagout (LOTO) procedures in coordination with the Contracting Officer's Representative (COR).

• Recover and legally dispose of/recycle up to 50 lbs of R-410a refrigerant in accordance with federal, state, and local environmental regulations.

• Remove and dispose of two (2) existing compressors (1A and 1B), filter drier, two (2) contactors, and one (1) thermal expansion valve.

• Provide and install two (2) new Dunham-Bush Compressors (Model: DSH140A4ALD), a new thermal expansion valve, new contactors, and a new filter drier.

• Pressure-test the system to verify structural and vacuum integrity, pull a deep vacuum, and verify hold.

• Charge the system with up to 50 lbs of virgin R-410a refrigerant.

• Remove the insulation box on Pump Skid Serial No. 843637 and replace two (2) WEG 5HP (00536ET3E184JM-W22) pumps.

• Clean all seal contact surfaces and install two (2) new Cast Iron WEG Motors with Armstrong seals, ensuring precise shaft alignment.

• Re-attach insulation on the pump skid.

• Supply one (1) WEG 5HP (00536ET3E3184JM-W22) pump to the Government as an on-site spare.

• Restore system power, perform operational startup testing, and check for leaks or operational abnormalities. Startup testing must be witnessed and signed off by the COR, Base Electrician, and Base HVAC Technician.

• Provide a minimum one (1) year comprehensive warranty covering parts, materials, and workmanship starting from the date of final Government acceptance.

3. SITE VISIT & SOW PHOTOS

No site visit is required or scheduled for this solicitation.

Potential offerors shall not conduct on-site investigations. To assist with the formulation of accurate and competitive quotes, detailed and high-resolution photographs showing the chiller unit, manufacturer data plates, pump skid configuration, and motor specifications have been included directly within the attached Scope of Work (SOW) document. Offerors must reference these photos and specifications to assess local conditions, dimensions, and equipment configurations prior to submitting their quote.

4. CONTRACTOR SECURITY REQUIREMENTS

The project site is located on a secure military installation. Strict security regulations apply:

• The contractor must submit a complete list of all on-site personnel (including subcontractors and delivery drivers) to the COR at least five (5) business days prior to commencing work for security clearance and background checks.

• Unlisted personnel will be denied entry. Personnel must maintain valid photo identification at all times (e.g., California Real ID or a valid US Passport).

• If any worker does not hold US citizenship, proof of a legal right to work in the United States (such as a Permanent Resident Card) must be provided to security forces.

• Contractors must notify the COR 24 hours in advance of any material deliveries (concrete, parts, etc.), providing the company name, driver's name, and contact details.

• All contractor vehicles requiring base access must possess and display valid registration and proof of liability insurance.

5. QUOTE SUBMISSION INSTRUCTIONS

To be considered for award, quotes must include:

1. Technical Proposal:

   • A brief narrative detailing the contractor's technical approach to fulfilling the requirements in the SOW.

   • Proof of technician certifications (e.g., EPA Section 608 certification for refrigerant handling).

   • Proposed timeline/schedule of work.

2. Past Performance Information:

   • Up to three (3) references for recent and relevant contracts (completed within the past 3 years) of similar size, scope, and complexity (specifically focused on commercial chiller, HVAC, compressor, or industrial pump repairs). Include client contact information (name, phone, email), contract number, and a brief description of the work.

3. Communication & Coordination Plan:

   • A brief description of how the contractor intends to coordinate schedules, manage subcontracts (if any), handle security clearance submissions, execute safety plans, and communicate progress and utilities shutdowns (e.g., LOTO) with the USCG COR and facility managers.

4. Price Proposal:

   • A complete, firm-fixed-price breakdown separating Labor Costs and Parts/Materials Costs as required for bid evaluation purposes.

   • A completed copy of the pricing schedule or solicitation CLIN structure.

6. EVALUATION FACTORS (FAR 52.212-2)

FAR 52.212-2 -- Evaluation -- Commercial Products and Commercial Services (Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Past Recent Performance: The Government will evaluate the offeror's record of performing recent, relevant projects of similar scope, scale, and complexity. Evaluation will focus on quality of service, timeliness, cost control, and overall customer satisfaction.

2. Technical Capability: The Government will evaluate the offeror's technical approach, proposed equipment compliance (meeting or exceeding the Dunham-Bush and WEG motor/pump specs listed in the SOW), certifications of personnel, and capability to perform the repairs safely and in accordance with manufacturer specifications.

3. Communication and Coordination: The Government will evaluate the offeror's proposed plan for managing base access, background check coordination, safety planning (such as LOTO procedures), keeping the facility informed of schedules, and maintaining communication with the COR to minimize disruption to Coast Guard operations.

4. Price: Price proposals will be evaluated for completeness, accuracy, and price reasonableness. Offerors must provide a detailed breakdown of labor and parts/materials.

Relative Importance of Factors:
When combined, the non-price evaluation factors—Past Recent Performance, Technical Capability, and Communication and Coordination—are significantly more important than Price. While price is a major factor, the Government reserves the right to award the contract to an offeror who offers a higher-rated technical, past performance, or coordination proposal if it is determined that the technical superiority or lower risk of the offer warrants the additional cost (Best Value Trade-Off).

(b) Options. (Not applicable to this solicitation).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
