SHELVING, DELIVERY, AND INSTALLATION

THIS IS A PRESOLICITATION NOTICE ONLY: This announcement is issued solely for notification of the upcoming future solicitation to furnish gondola shelving systems, delivery, and installation services.  This is not a solicitation and does not constitute a Request for Proposals (RFP) or Request for Quotations (RFQ).

DESCRIPTION AND PURPOSE:

To maintain modern retail merchandising environments, ensure operational safety, and optimize retail floor space, DeCA requires reliable vendor partners to provide commercial shelving solutions.

The Defense Commissary Agency (DeCA) is seeking qualified, experienced sources capable of supplying, delivering, and installing standardized commercial gondola shelving systems across up to 12 selective worldwide commissary locations annually.

The selected source(s) must furnish exact dimension components and/or performing onsite modifications to align with DeCA’s store planogram schematics for gondola shelving systems, delivery, and installation services across three geographic theaters, up to a maximum of 12 individual commissary locations per fiscal year (listed below).

Optional incidental services may include: offloading merchandise from existing shelves, dismantling and removal of existing shelving systems, and restocking merchandise onto newly installed shelving systems.

Geographic Theaters:

1. CONUS: Continental United States
2. OCONUS: Europe, Pacific, and other overseas military installations
3. Non-Continental U.S. Territories and States: Alaska, Hawaii, and Puerto Rico

The solicitation will be available for viewing and download on the System for Award Management (SAM.gov) at www.SAM.gov, and proposal submissions will be conducted through the Procurement Integrated Enterprise Environment (PIEE). The solicitation is anticipated to be posted on or about November 16, 2026.

The contract award will be:

• Award: Full and Open - Firm Fixed Price (FFP)
• Period of Performance: one 12-months based period plus four 12-month option periods.
• NAICS Code: 337215 – Showcase, Partition, Shelving, and Locker Manufacturing (Alternative: 423440 – Other Commercial Equipment Merchant Wholesalers / 238390 – Other Building Finishing Contractors)
• Size Standard: 500 employees.
