The Office of Procurement Operations (OPO) on behalf of the Office of Science and Technology Directorate (S&T) hereby issues this notice of intent to award a sole source procurement. DHS OPO intends to solicit and award a sole source contract for access to a Catalogue of Standards to ILI Infodisk, Inc. DBA Intertek Inform 545 E. Algonquin Rd. Arlington Heights, IL 60005. This is a notice of intent to solicit and award a sole source contract under the authority of FAR 6.103-1 “Only one responsible source and no other supplies or services will satisfy agency requirements”. The relevant NAICS code is 813920 - Professional Organizations, with a size standard of $23.5 million. The PSC code is R699 Support: Administrative, Other.
Summary of the requirement
Background
The U.S. Department of Homeland Security (DHS) is committed to using cutting-edge technologies and scientific talent in its quest to make America safer. Utilizing a strategic partner with comprehensive expertise in Standards Management to efficiently deliver critical standards information cost-effectively, transparently, and flexibly The DHS Directorate of Science and Technology (S&T) is tasked with researching and organizing the scientific, engineering, and technological resources of the United States and leveraging these existing resources into technological tools to help protect the homeland.
The Standards program in S&T provides technical assistance and policy guidance to DHS Components on the development of voluntary consensus standards that meet their needs. Standards supports the development of consensus-based measures – from basic specifications to performance criteria – that give DHS and its customers confidence that technology and systems will perform as required. The S&T Directorate works across DHS and with numerous external partners to build consensus and encourage the adoption of needed voluntary standards. Many of the DHS Components work across U.S. borders and internationally, therefore the standards that they use must have global relevance.
The industry’s top standards management solution from Intertek will connect DHS to the world’s largest collection of continuously updated engineering and technical reference documents from nearly 500 standards developing organizations and publishers.
Scope
The Contractor shall provide DHS and S&T access to Intertek Informs’ library of standards and 1.6 million international standards from over 360 global publishers.
Place of Performance: The primary place of performance will be at Government and contractor facilities in the metropolitan Washington, DC area.
Period of Performance: 12 months from date of award
DHS has determined that it requires access to specific standards to maintain compliance, operational readiness, and public safety that are only available from Intertek. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government.
This is a notice of the intent to award a sole source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Any firm believing that they can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis.
