1. Scope of Work US Navy Strategic Systems Programs (SSP) requires a new audio visual (AV) system for an operations center located at Strategic Weapons Facility Pacific (SWFPAC) in Bangor, WA. The proposed system shall be designed and installed to be efficient and flexible to allow for future upgrades, user friendliness and reliability. Upon completion of installation, configuration, programming and testing the Contractor shall deliver the source code for the AV system.
2. AV System, Design, Installation, Configuration, Test, and Training Contractor shall provide an AV system that meets the requirements and capabilities described below and as depicted in attachment 1, hereby incorporated into this statement of work (SOW) by reference. The Contractor will be responsible for procurement of all audio/video hardware, software, cabling and network topologies used to capture, process, distribute, and manage audiovisual signals, displays and any equipment required for a fully functional system as stated in the requirements, unless specifically annotated as government furnished/provided. Contractor shall provide:(1) the baseline build (without spares specified below) as detailed in attachment 1(2) "SVR_RM SPARE UNCLASS" AV System Source Input as detailed in attachment 1(3) "SVR_RM SPARE CLASS" AV System Source Input as detailed in attachment 1(4) "EWOC SPARE UNCLASS" AV System Source Input as detailed in attachment 1(5) "EWOC SPARE CLASS" AV System Source Input as detailed in attachment 1NOTE: No component in the AV system will have wireless and/or infrared capabilities.
2.1. AV Room Control System Contractor will custom design an intuitive and simple control system with the following characteristics:
2.1.1. AV room control system requires two (2) wired touch panels in designated areas as the primary room controllers for all system functions and associated devices in the room with the following minimum features:
2.1.1.1. The touch panel shall accurately reflect the status of the system(s) in use (room mode and classification status, microphone status, video call status, source and destination routing status)
2.1.1.2. Touch panels will also need to control the Unified Communication and Collaboration Systems (UCCS). The required features are as follows:
2.1.1.2.1. Dialing Buttons
2.1.1.2.2. camera pan/tilt/zoom
2.1.1.2.3. inputs to send to the UCCS for presentations,
2.1.1.2.4. self-view controls,
2.1.1.2.5. service buttons

2.1.2.3.16. Administrative access control 2.2. AV System Sources The AV system shall include hardware, software, cabling and network topologies used to capture, process, distribute, and manage audiovisual signals to support classified and unclassified video sources as depicted in attachment 1 and as written below: PELCO CLASS WOS WKS CLASSE WOC SENSEI-1 UNCLASS DPO WKS UNCLASSE WOC SENSE-2 UNCLASS DPO WKS CLASS CORIAN UNCLASS NET CDR WKS UNCLASS WOC-VTC CLASS NET CDR WKS CLASSE WOC SPARE CLASSS VR_RM SPARE UNCLASSE WOC SPARE UNCLASS SVR_RM SPARE CLASS WOS WKS UNCLASS Additionally, Contractor shall physically verify that the government existing cabling is sufficient and government provided equipment racks available space is adequate to support contractor proposed design, if not contractor shall provide cabling and equipment racks to support their purposed design. Standard presentation sources will also include:
2.2.1. Table Workstation AV Interface (HDMI)
2.2.2. Multiple video sources from multiple rooms shall be able to utilize (up to quad Screen - 4 HDMI Interfaces)
2.3. AV System Output and Hospitality Monitors The AV system shall include hardware and infrastructure to support display outputs as depicted in described below: attachment 1 2.3.1. In the WOC Room there shall be eight (8) Hospitality Monitors with compatible AV System Output hardware. The Hospitality Monitors will have the following characteristics: and
2.3.1.1. shall all be the same size to maximize wall space available, contractor must secure concurrence on recommended size with government representative and physically verify there is adequate wall space to support the monitor size.
2.3.1.2. Contractor provided Hospitality Monitors must have the following functionalities:
2.3.1.2.1. support minimum 4K resolution (UHD)
2.3.1.2.2. include at least two HDMI inputs,
2.3.1.2.3. shall be able to be controlled from the AV Control Display System via LAN.
2.3.1.2.4. Monitors ends shall be flushed end to end to allow cohesion image for monitor spanning for a 2x2 grid or quad-screen display.
2.3.1.2.5. Monitors shall be a minimum of "18" inches from ceiling.
2.3.1.2.6. Monitors shall be a minimum of "40" Inches from floor.
2.3.1.3. Each proposed 4K monitor display will need to be wall mounted with reinforced backboard, backboard painted to match the room and be on a swivel arm to allow access to cabling on monitor and wall.
2.3.1.3.1.
2.4. Audio System for VTC The AV system required for the WOC room requires an audio system with the following characteristics:
2.4.1. Provides uniform audio coverage to the entire room. Room dimensions found in attachment 1.
2.4.2. Powered by a power amplifier as required to maintain an average volume of 60 to 65 dB Sound Pressure Level (SPL) in the work area to allow remote participants to hear without fatigue, contractor to verify.
2.4.3. The touch panel interface will provide the ability to route a single source audio feed to all speakers.
2.4.4. A master volume slider and master speaker mute/unmute icon.
2.4.5. Ceiling or tabletop microphones to provide adequate voice support for teleconferencing.
2.5. AV Room Video Switching System AV Room Video switch system shall be designed as depicted in attachment 1 and is written below:.
2.5.1. All hardware shall be provided and installed by Contractor.
2.5.2. Require dual uplink 10GB between the two (2) Video Switching systems, two (2) fiber isolators and one (1) control switch.
2.5.3. Utilize same make and model fiber isolators between source switches and control switch.
2.5.4. The three (3) switches shall be SWFPAC approved for Information Assurance (IA) and Trade Agreement Act (TAA) complaint, Customer preference is Cisco switches and are known complaint.
2.5.5. Provide required decoders as required to support the 8 monitor design in attachment 1. 3. Video Conferencing Capabilities The AV system shall provide the ability to transmit and receive Internet Protocol (IP) audio video calls on one (1) video network control switch using Compressor / Decompressor CODEC compatible with attachments 1 (preferred system is Cisco).
3.1. Video Conferencing Requirements The requirements for the video conferencing portion of the AV system are as follows:
3.1.1. The video CODEC will be capable of transmitting and receiving 1080P HD camera video, content, and simultaneous camera and content video (H.239, Duo Video).
3.1.2. The CODEC shall be setup for full screen views of both the remote participant(s) and the local participant (s) (or content) during video conferences. 3.1.3. Control of the CODEC shall be via the AV room control system.
3.1.4. The touch panel interfaces provide routing of the CODEC (far and near side), video and audio call control (answering and dialing calls), audio and video directory, volume control and mute function, microphone control, content selection and sharing, and advanced video call options if/when applicable.
3.1.5. The AV system requires microphones for transmitting local audio to participants during video conferences.
3.1.6. The microphones need to be connected to an audio mixer, which provides routing, automatic gain control, noise suppression and adaptive echo cancellation for all microphones and sources.
3.1.7. This audio mixer shall output to the video CODEC, along with the use of telephone conferencing.
3.1.8. The AV system shall feature a 10/20x Zoom 1080p HD camera compatible with attachments 1 and 2, which will be mounted on a thin profile wall-mount in the room based on a location approved by government. The thin profile wall-mount is to be provided by the Contractor.
3.1.9. Control of the camera will be via the touch panels' interfaces.
3.1.10. The touch panels' interface will provide standard pan/tilt/zoom functionality as well as the ability to save, name, and recall up to six (6) user presets.
3.1.11. Standard video conferencing features shall include:
3.1.11.1. Ability to place and receive IP audio and video calls
3.1.11.2. Standard camera control functionality including pan/tilt/zoom
3.1.11.3. Ability to save, name and recall up to six camera presets per classification
3.1.11.4. Access and management of a recent calls list
3.1.11.5. Support the ability to manage and access an audio and video directory for outbound dialing
3.1.11.6. Access to advanced video dialing options and standard CODEC menu features
3.1.11.7. Provide the ability to send non-HDCP protected content (computer, etc.) to the far side instead of or in addition to the camera
3.1.11.8. Master speaker volume control including the ability to increase or decrease the inbound video caller's volume level, as well as the ability to mute/u-mute if necessary
4. AV Equipment Rack
4.1.1. The Contractor shall maximize the utilization of pre-existing government furnished equipment racks in space or telecommunication room.
4.1.2. Contractor shall physically verify the purposed design will adequately fit in government furnished equipment rack. If not adequate contractor shall provide additional equipment racks to meet the contractor purposed design. Available rack space reported in Rack Unites (RU) in attachment 1.
4.1.3. Contactor shall procure all required cabling, hardware and rack cooling required to vendor installed hardware at the vendor's recommended cooling levels.
4.1.4. Contractor shall determine government furnished equipment racks and room outlets have adequate electrical power to support purposed design.
4.1.4.1. In the case that there is not adequate power in equipment racks, wall outlets to support purposed monitors, and power outlet in locations required to provide a turnkey system, the contractor shall provide the following:
4.1.4.1.1. Design plan to meet power requirements, leveraging existing outlets to the greatest extent possible.
4.1.4.1.2. Submit RFI for additional power needs to allow government the time to install additional outlets to meet contractor purposed design.
4.1.4.1.3. All power requirements must be in place prior to contractor executing purposed design for turn-key solution.
5. AV System Installed, Configured, Programmed, and Tested
5.1.1. The Contractor must submit a Plan of Actions and Milestones (POAM) electronically (pdf) to the Project Manager within 30 days of contract award (Deliverable).
5.1.2. The Contractor shall install, configure, program, test and provide training for the AV system delivered to Government and provide equipment at Government site identified in statement of work.
6. AV System Training (Deliverable)
6.1.1. The Contractor will provide on-site training to SSP/SWFPAC personnel during software installation, including but not limited to, providing programming methodology and clarification of new programming requirements to IT system administrators (for about ten (10) people). Contractor will provide all system and devices administration and installation manuals electronically (pdf) to the Project Manager within 14 days of system install.
6.1.2. The Contractor shall provide onsite training for users (for about ten to fifteen (10-15) people), which would include a system orientation for the newly implemented AV hardware and software. Additionally, the training will include how to move video input to desired monitors and provide a basic user training manual (desk guide) electronically (pdf) to the Project Manager within 14 days of system install.
7. Maintenance Support and Warranty (Deliverable) The Contractor shall provide one (1) years + four (4) option years maintenance support for the entire AV system, software and furnished equipment. This also includes all associated cables and connectors. The contractor is responsible for the full provisioning, fault isolation, repair, engineering, room control updates, and software install /upgrade and configuration change documentation of the AV systems delivered. The Contractor is responsible for all costs associated with repair and or replacement of faulty power supplies.
7.1. Contractor Customer Support
7.1.1. The Contractor shall provide an eight (8) hour, five (5) day a week single point of contact support desk that, when a fault is detected, shall open a support ticket, assign a ticket number, initiate actions to correct the fault or problem and provide a detailed fix action report.
7.1.2. The Contractor shall provide equipment troubleshooting support via telephone or internet on corrective maintenance that does not constitute travel to SWFPAC.
7.1.3. The Contractor shall provide software troubleshooting support via telephone or internet on systems programming that does not constitute travel to SWFPAC.
7.1.4. The Contractor shall respond to major outages (outages that present an immediate failure of services) within two (2) hours via telephone for corrective actions not requiring a site visit and within one (1) to two (2) business days for corrective actions requiring a site visit.
7.1.5. The Contractor shall respond to minor outages (outages that if not attended to will eventually result in failure of services) within eight (8) hours via telephone for corrective actions not requiring a site visit and three (3) business days for corrective actions requiring a site visit.
7.1.6. Contractor will respond within three (3) business days for system additions, moves, or changes.
8. Contractor Personnel
8.1.1. Contractor shall ensure that all technicians are trained and certified in AVIXA or InfoComm CTS and the brands of the AV systems and equipment proposed, where applicable, for example: AMX, Crestron, Extron, Biamp, Shure and Cisco.
8.1.2. Contractor shall provide upon request all certification documentation for technicians, if not already provided as part of the proposal.
8.1.3. Contractor shall issue technicians Contractor ID badges to verify identification when responding to service calls.
8.1.4. Contractor shall ensure all personnel responding to service calls have valid driver'slicenses, vehicle insurance forms and associated vehicle safety inspection forms/stickers for entrance into installation.
8.1.5. Contractor shall ensure all personnel responding to service calls have a valid driver's license for admission into SSP and/or SWFPAC facility.
8.1.6. Contractor shall ensure personnel responding to service calls do not discuss any details of SSP and/or SWFPAC facility or equipment capabilities with unauthorized personnel. Failure to comply with security measures may result in contract termination.
8.1.7. Contractor personnel will be required to be escorted by SSP and/or SWFPAC personnel while in SWFPAC spaces.
8.1.8. Contractor personnel requiring access at SWFPAC shall be required to be US citizens (proof of citizenship must be provided).
8.1.9. Contractor installation personnel requiring access at SWFPAC shall have a minimum of a Secret clearance.
9. Special Provisions/Additional Information:
9.1.1. TECHNICAL CLARIFICATION(S): All technical clarifications will be coordinated through the Government Point of Contact.
9.1.2. BASE ACCESS: Contractors must be able to gain access to SWFPAC on Naval Base Kitsap - Bangor, WA. Base access may be granted using the Rapid Gate System, DBIDS System, or other approved base access system at the Contractor's expense. Once base access is granted, Contractors will be required to apply for a visitor badge (BAVR request) at https://www.bavr.cnic.navy.mil/. Coordination of the visitor badge will be through the Government Point of Contract in paragraph 4.
9.1.3. VEHICLE PASS: In order to drive a non-Government vehicle to the work location(s), the contractor must submit a SWFPAC Vehicle Pass Request and required documents to the Government Point of Contact in paragraph 4. The non-Government vehicle must be registered in the company's name and must have a clear logo displayed on the vehicle indicating the company it is registered to. When entering the base, the vehicle must have the approved vehicle pass displayed in the driver's side windshield at all times.
9.1.4. ESCORT OF CONTRACTOR PERSONNEL: Repair/service technicians will be required to be escorted while in SWFPAC buildings and SWFPAC's area of operation. Coordination of escort services will be through the Government Point of Contact in paragraph 4.
9.1.5. SAFETY ISSUES: The work described herein is primarily located in an industrial work area and compliance with safety regulations and protocols is paramount. The Contractor is responsible for maintaining compliance with Occupational Safety and Health Administration (OSHA) requirements for tasks performed, including ensuring personnel are trained for specific tasks and equipped with appropriate personnel protective equipment.
9.1.6. IDENTIFICATION OF CONTRACTOR PERSONNEL: All Contractor personnel are required to identify themselves as such to avoid creating an impression in the minds of members of the public or to other workers that they are Government personnel. All contractor personnel are required to wear their Government issued badge on the exterior of their clothing, above the waistline, on the front of their body that clearly announces who they are.
9.1.7. LANGUAGE IN THE WORKPLACE: All Contractor personnel must be able to read, write, speak, and understand English. All communications and correspondence, verbally and in writing, shall be provided in English.
9.1.8. POLITICAL ACTIVITY: Contractor employees shall not engage in any political activity within the Government workplace.
9.1.9. POTENTIAL THREAT: The Contractor must not employ persons for work on this contract if such employee is considered to be a potential threat to the health, safety, security, general wellbeing, or operational mission of the installation and its population.
9.1.10. CONTRACTOR APPEARANCE: Contractor personnel must present a neat appearance and be easily recognized as Contractor employees by displaying their SWFPAC issued badge above the waistline at all times.
9.1.11. OPERATIONS SECURITY (OPSEC): The Contractor is subject to all OPSEC requirements per SWFPAC Instruction 3070.1.
9.1.12. ANTI-TERRORISM/FORCE PROTECTION (AT/FP): The Contractor will be subject to local AT /FP policies and procedures to include emergency evacuation local policy and procedures. 1
0. SWFPAC PRODUCTION AREA WORK RESTRICTIONS
10.1.1. Smoking: Smoking is only permitted in designated smoking areas. The SWFPAC Project Manager can provide the nearest designated smoking area upon request. Escort may be required.
10.1.2. Flame Producing Devices: Matches, lighters, and other spark producing devices are not allowed without a Hot Work Permit.
10.1.3. HERO: Hazards of Electromagnetic Radiation to Ordnance (HERO) occurs when transmitting from any piece of equipment that emits a radio frequency (cell phone or radio (handheld or mobile)). You are allowed to use your equipment while at your work location only, in accordance with HERO Restrictions Do not talk on your cell phone or radio while in transit within the Waterfront Restricted Area (WRA). A copy of the HERO form must be carried by anyone with a radio or phone and must be presented upon request, provided by SWFPAC Project Manager.
10.1.4. Wireless Devices: Any personally owned, commercial mobile wireless device or personal wearable device such as; cell phones, laptops, tablets, media devices, and smart watches are prohibited in SWFPAC Areas. If equipment that contains wireless capabilities are required for completion of contracted work, prior approval is required by SWFPAC. Cell phones with cameras are not allowed. Contractor owned cell phones may be permitted by arrangement with Security SPB51 and IT, SPB16.
10.1.5. Photography: Photography by the Contractor is strictly prohibited. Construction progress photos, and all other necessary photo documentation, will be provided by authorized Government personnel only.
10.1.6. Schedule: Before starting any work, the SWFPAC Project Manager is to be provided with the project schedule for review and approval. Government has five (5) working days to review and return schedule, except for emergencies. Coordination: The SWFPAC Project Manager is to be contacted to coordinate access to the buildings for job walks, site visits, and scheduling of the work.
