1. Description of Requirement
The Indian Health Service (IHS), Albuquerque Area Office, Jicarilla Service Unit, intends to issue a sole source commercial item contract under FAR Part 12 for proprietary technical support and preventive maintenance for the Dentrix Enterprise Practice Management System. These services are provided exclusively by:

Required services include:
• Dentrix Enterprise Software Technical Support
• Troubleshooting and issue resolution
• Manufacturer issued software updates, patches, and version upgrades
• Preventive maintenance and system health checks
• Certified Dentrix Enterprise technical expertise
• Support for charting, billing, scheduling, imaging interfaces, reporting, and analytics

These proprietary services directly support the Jicarilla Service Unit Dental Department’s clinical operations and integrate with existing RPMS/EHR and imaging systems. Licensing and support are controlled solely by the software manufacturer under FAR 12.212.

2. Justification for Sole Source
Market research confirms that Henry Schein Practice Solutions Inc. is the only responsible source capable of providing certified support, manufacturer issued upgrades, and proprietary maintenance for the Dentrix Enterprise system. No other vendor possesses legal authorization, proprietary access, or technical capability to perform updates or maintenance on the Dentrix Enterprise environment.

A sole source procurement is therefore justified under FAR 6.302 1.

3. This Notice Is Not a Request for Quotes
This Special Notice serves only to announce the Government’s intent to negotiate solely with Henry Schein Practice Solutions Inc.
No competitive solicitation will be released.

4. Capability Statement Instructions
Interested parties may submit a capability statement only if they can demonstrate:
• Legal authorization or licensing rights to provide Dentrix Enterprise support
• Ability to perform manufacturer issued updates, patches, and version upgrades
• Ability to provide certified Dentrix Enterprise technicians
• Full compatibility with existing IHS systems without requiring platform replacement, migration, or modification of Dentrix Enterprise
Capability statements proposing alternative software solutions or system migration will not be considered.

6. Intended Award
If no valid capability statements are received, the Government will award a sole source commercial item contract to Henry Schein Practice Solutions Inc. under FAR 6.302 1.

7. Period of Performance
Period of Performance is Base + Four (4) Option Periods, as follows:
Base Year: 02/01/2027 to 01/31/2028
Option Year 1: 02/01/2028 to 01/31/2029
Option Year 2: 02/01/2029 to 01/31/2030
Option Year 3: 02/01/2030 to 01/31/2031
Option Year 4: 02/01/2031 to 01/31/2032
