The Army Contracting Command – Aberdeen Proving Grounds, Orlando Division, on behalf of Capability Program Executive Simulation, Training, Test & Threat (CPE ST3), is seeking innovative solutions for Agile Professional Services.
There is a need for adopting a task-based, outcome-focused, capability-centric, Agile Program Management approach that enables flexibility, responsiveness, and scalability. This effort will provide focused acquisition support to enable delivery of foreign and domestic training and testing systems in all phases of the acquisition lifecycle. Focus will be on task completion rather than staffing specific positions. This solution is required to manage a portfolio of over 370 products deployed at more than 400 locations worldwide at CPE ST3, using an Agile Performance Based Services model.

This requirement is intended to be set aside entirely for Domestic (Foreign Owned, Controlled, or Influenced (“FOCI”) Mitigated) Small Business United States Entities, in accordance with the respective proposed Small Business Size Standard; or a Domestic non-traditional “FOCI” mitigated vendor of any size.
