Commercial Double-Deck Gas Pizza Oven — Purchase and Installation

(i) Description. This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with FAR Subpart 12.6, as supplemented by the information contained in this notice. This announcement constitutes the only solicitation; quotations are requested, and a separate written solicitation will not be issued.

(ii) Solicitation Number. PCA-ORS-08752. This solicitation is issued as a Request for Quotation (RFQ).

(iii) Provisions and Clauses. The solicitation incorporates provisions and clauses in effect through the current Federal Acquisition Circular.

(iv) NAICS / PSC / Set-Aside. This acquisition is full and open. The applicable NAICS code is 333241, Food Product Machinery Manufacturing, with a small business size standard of 500 employees. The Product Service Code is 7310, Food Cooking, Baking, and Serving Equipment.

(v) Items / Description. NIH requires one (1) commercial double-deck natural gas pizza oven, including delivery, removal and disposal of the existing oven, installation, gas connection, startup, testing, commissioning, and operator orientation in accordance with Section (vi).

This is a brand-name-or-equal requirement. The Marsal (Middleby) MB-60 Stacked is identified solely as a reference for size, capacity, and capability. Equal products meeting or exceeding all salient characteristics are acceptable.

CLIN 0002 — Removal and disposal of existing oven; installation, gas connection, startup, testing, and commissioning — 1 Lot

(vi) Statement of Work.

Purpose. The contractor shall furnish all labor, equipment, materials, transportation, and incidental services necessary to provide NIH with one fully operational commercial-grade double-deck gas pizza oven replacing the existing deck oven.

Brand-Name-or-Equal Basis. The Marsal (Middleby) MB-60 Stacked is identified as a reference for size, capacity, and capability only. Offerors proposing an equal product shall provide specifications or manufacturer cut sheets demonstrating compliance with each salient characteristic.

Salient Characteristics. At a minimum, the oven shall:

• Be a double-stacked, two-chamber, natural gas-fired deck oven.

• Provide two independent baking chambers, each with usable interior dimensions of approximately 36 in. × 60 in., suitable for the existing installation location.

• Provide brick-lined or refractory-lined baking chambers suitable for direct-deck pizza baking.

• Provide a deck cooking surface capable of sustained commercial pizza baking temperatures.

• Provide independent thermostatic controls for each chamber over an approximate range of 300°F to 650°F.

• Provide total capacity of at least twelve (12) 18-inch pizzas across both chambers.

• Have stainless steel top and sides.

• Provide approximately 260,000 BTU total input.

• Operate on natural gas and require no more than two 120V/60Hz/1-phase electrical connections.

• Be ETL Sanitation listed and cETLus listed, or certified by an equivalent Nationally Recognized Testing Laboratory.

Accessories. The oven shall include four (4) casters, two (2) automatic start timers, standard flue, pizza tool kit consisting of a brush, 7-inch peel, and 12-inch peel, and factory startup service.

Installation. The contractor shall:

• Receive and transport the equipment to the final installation location.

• Disconnect, remove, and lawfully dispose of the existing oven, including disassembly as necessary.

• Position, stack, level, and install the new oven and casters.

• Connect the existing gas service and verify proper gas pressure.

• Verify required clearances and compatibility with the existing ventilation system.

• Perform startup and verify burner operation, thermostat calibration, controls, and timers.

• Perform operational testing and commissioning.

• Coordinate all work with NIH to minimize interruption to food service operations. After-hours installation may be required.

Government Responsibilities. NIH will provide site access, required utility shutoffs, existing electrical and gas infrastructure, access during scheduled installation, any desired decorative masonry façade, and building modifications outside the scope of this requirement.

Contractor Responsibilities. The contractor shall coordinate delivery and installation with the COR; provide qualified personnel; protect NIH property; maintain a safe work area; remove installation debris; comply with applicable OSHA and facility requirements; provide manufacturer documentation and warranty information; and promptly identify site conditions affecting installation.

Acceptance Criteria. Work will be accepted when:

• The new oven has been delivered and the existing oven removed.

• The new oven is fully installed and connected to the existing gas service.

• Startup and operational testing are successfully completed.

• Both chambers reach and maintain operating temperature.

• Burners, thermostats, controls, timers, and interior lighting operate properly.

• A Government representative verifies satisfactory operation.

• Required warranty and manufacturer documentation are provided.

Deliverables. The contractor shall provide the installed and operational oven, startup report, operational test results, operating and maintenance manuals, warranty documentation, and as-installed equipment documentation.

Warranty. The equipment shall include the manufacturer's standard warranty, but not less than one (1) year labor and eighteen (18) months parts. The contractor shall facilitate warranty service during the warranty period.

Applicable Standards. Work shall comply with manufacturer installation instructions, applicable building and fire codes, OSHA requirements, applicable NFPA requirements for commercial gas cooking equipment, and NIH facility requirements.

Exclusions. Unless separately authorized by contract modification, this requirement does not include structural modifications, masonry façade construction, electrical or gas utility upgrades, ventilation or hood modifications, roof penetrations, core drilling, utility rough-ins, fire suppression or exhaust modifications, custom trim work, or general construction outside the immediate equipment installation area.

(vii) Place of Performance. National Institutes of Health, 9000 Rockville Pike, Building 10B1, Room B1C133, Bethesda, Maryland.

(viii) Period of Performance. Delivery, installation, testing, and acceptance shall be completed within 90 calendar days after receipt of award, unless otherwise negotiated. Installation shall be coordinated with NIH food service operations and may require after-hours work.

(ix) FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services, applies. Quotations shall include:

1. Completed pricing for all CLINs;

2. Manufacturer literature or cut sheets demonstrating compliance with all salient characteristics;

3. Proposed delivery and installation lead time; and

4. Evidence of current SAM registration.

(x) FAR 52.212-2, Evaluation—Commercial Products and Commercial Services. Award will be made to the responsible offeror submitting the lowest-priced technically acceptable (LPTA) quotation.

Technical acceptability requires demonstration that the proposed equipment meets or exceeds all salient characteristics and that the offeror can complete installation within the required period of performance. Price will be evaluated based on the total price of all CLINs.

(xi) Offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services, unless current representations and certifications are maintained in SAM.

(xii) FAR 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services, applies.

(xiii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Products and Commercial Services, applies. Applicable clauses will be identified by the Contracting Officer.

(xiv) Questions. Questions shall be submitted in writing to the point of contact below no later than Friday, September 4, 2026, at 2:00 PM ET. Government responses will be posted by amendment on SAM.gov.

(xv) Quotation Due Date/Time. Tuesday, September 8, 2026, at 2:00 PM ET.
