You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC)’s GLIMR ATS draft solicitation. The principal purpose of this requirement is to provide GLIMR ATS and related services, to include Spacecraft and Launch Vehicle; Integration Planning; Ground System Design, Integration, Testing, and Readiness; Instrument-Spacecraft Integration, Test, and Pre-Launch Processing; Spectrum Licensing and orbital slot authorization; Launch and GLIMR In-orbit Checkout; On-Orbit Spacecraft and Instrument Operations.
Potential offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, schedules, proposal instructions, evaluation approaches, small business goals, any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work.
Additional areas of emphasis that NASA is seeking feedback on include:
a. Requirements Documents (Exhibits A, B and C)
i. Inclusion of Payload Operations (Exhibit A – Statement of Work (SOW) 6.3.1.1)
ii. Cost driving and/or unrealistic requirements
b. Technical Approach/Oral Presentation (Reference Section L.16)
i. Clarity on allowable Attendees
ii. Clarity on anticipated Format
c. Small Business Participation (L.18 (b))
i. Clarity of establishing and utilizing Small Business Subcontracting
d. Method of Evaluation (Section M)
i. Past Performance
ii. Technical Approach/Oral Presentation
NASA will conduct this acquisition under full and open competition. This competitive acquisition will result in a Firm Fixed Price (FFP) Contract with Milestone based payments. The potential period of performance is anticipated to be a total of five (5) years, including a three (3) year Base Period, a one (1) year Option Period 1, and a one (1) year Option Period 2; however, is dependent on the potential offeror’s solution. The North American Industry Classification System (NAICS) code for this acquisition is 541715 and the small business size standard is 1,000 employees.

The current planned release date for the Final Request for Proposal (RFP) is on or about late July 2026, with proposals due approximately 45 calendar days later. Past Performance (Volume I) submission will be due approximately 15 calendar days after RFP release, with the remaining submission due approximately 30 calendar days after Volume I submission.
The anticipated contract effective date is Mid-January 2027. The contract will be performed offsite at the Contractor’s facilities.
The following additional information is provided to assist in understanding this acquisition:
1.After release of the DRFP, the GLIMR ATS Pre-solicitation Conference is anticipated to be held on June 3, 2026, as indicated at provision L.7 of this DRFP. Notice will be posted on the acquisition website noted below. Potential offerors are encouraged to submit questions and feedback prior to the conference being held. Live questions will not be permitted during the conference.
2.Final questions/comments are requested in response to this DRFP no later than June 22, 2026, at 3:00PM Eastern Standard Time.
3.Disclosure of Artificial Intelligence (AI) Use During Contract Performance. Offerors are required to disclose any intent to propose, or plan to use Artificial Intelligence (AI) to perform contract requirements.
4.Proposals for this solicitation are required to be submitted through NASA’s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. Potential offerors, especially those that have not previously submitted a proposal utilizing NASA’s EFSS Box, are encouraged to review the solicitation instruction entitled“Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA’s EFSS Box” which provides instructions related to the submission of proposal via EFSS Box. Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that need to be addressed prior to the submission of proposal files through NASA’s EFSS Box.
To control and protect sensitive data owned by the Government and its Contractors, NASA policy requires all acquisition-related documents be released in Adobe Portable Document Format (PDF).
Documents related to this procurement, including this letter, the solicitation, attachments, exhibits, and any amendments, will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates.

This DRFP is not a solicitation, and NASA is not requesting proposals. This DRFP does not commit NASA LaRC to pay any proposal preparation costs, nor does it obligate NASA LaRC to procure or contract for this requirement. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.
Any questions and comments regarding the DRFP should be submitted electronically in writing, to Ashley Korahaes, Contracting Specialist, and Stacy Hollis, Contracting Officer, at larc-glimr-ats@mail.nasa.gov . If a respondent believes their comments contain confidential, proprietary, competition sensitive, or business information, those questions/comments shall be marked appropriately. However, questions that are marked as containing confidential, proprietary, competition sensitive or business information will not be provided a Government response. The Government will consider all comments received in preparation of the Final RFP. To the extent a comment leads the Government to revise the procurement approach or requirements, the change will be reflected in the Final RFP. Some DRFP questions and comments may receive a posted response to the GPE if the Contracting Officer determines that a response would facilitate additional understanding of the solicitation. The Government may also respond via the GPE to comments and/or questions received following the issuance of the Final RFP.

This notice is a synopsis for Geostationary Littoral Imaging and Monitoring Radiometer (GLIMR) Access to Space (ATS) “GLIMR ATS.” The purpose of this notice is to provide potential Offerors information regarding the procurement strategy, identify key upcoming milestones, and allow for comments on the draft requirement document(s).
