Special Notice
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of RFO FAR 12.102(a) with Cameca Instruments, Inc. located at 5470 Nobel Dr, Fitchburg, WI 53711 to purchase Cameca IMS1300 Micro/Channel Plate Fluorescent Screen.
The sole source justification is based on the following:
The original equipment manufacturer (OEM) of the IMS1300 is Cameca Instruments, Inc. IMS1300 is a highly specialized scientific instrument, and it relies on proprietary hardware designs and exacting technical specifications that are unique to the manufacturer.
Cameca Instruments, Inc. maintains exclusive ownership of the design, manufacturing processes, and quality control standards for the Micro/Channel Plate Fluorescent Screen. No other company possesses the proprietary schematics or the authorization to produce a part that is guaranteed to be fully compatible with the IMS1300's vacuum and electrical interfaces. The use of non-OEM or third-party parts would risk damaging the instrument, voiding existing warranties, and compromising the precision of the isotopic measurements required for NIST's research. There are no know sources other than Cameca Instruments capable of providing the required Micro/Channel Plate Fluorescent Screen.
The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 10:00 am EST August 13, 2026, will be considered by the Government.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
