This is a combined synopsis/solicitation for commercial items in accordance with FAR Part 13 prepared with the format in Subpart 12.6, as supplemented with additional information included in this notice. The acquisition strategy will be a Small Business set-aside to best meet the needs of the Government. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(iv) This is set-aside for small businesses. This will be a firm fixed price award, provisions associated with this procurement; NAICS code 339112 and small business size standard is 1,000 employees.
(v) The technical specifications are listed as brand name or equal (FAR 52.211-6 is applicable). For equal items, please include technical specifications of the ultrasound systems and components. If technical specifications showing how the equal product meets the salient characteristics are not included, your quote will be considered non-responsive.

Vendor Requirements:
1. Vendor shall provide delivery.

Summary:
A minimum TCD system should be a digital, multi-channel, multi-probe capable unit with robust software for emboli detection, spectral and audio recording, and network integration, supported by a compatible PC, essential probes, accessories, and environmental resilience. These specs ensure the system can be used effectively in neurology, ICU, and neurosurgery settings.
Contractor must comply with all VA mandated and local permitted/safety requirements.
Contractor will dispose of all boxes, trash and debris resulting from installation IAW hospital policy.
Remote Support - The contractor will ensure they understand and implement the IT security requirements for system interconnection documents required per the Memorandum of Understanding or Interconnection Agreement (MOU-ISA). The standard operating procedure (SOP) and a template for a MOU-ISA are located on the Information Protection Risk Management (IPRM) Portal and can be provided to the contractor. The facility will work with the contractor to establish a MOU-ISA for this requirement/equipment.
Delivery of equipment will be NLT 120 days ARO.
Installation of equipment and/or clinical training will be NLT five months after equipment delivery, if applicable.
Support Features:
Telephone Support: Must include 24x7x365 Unlimited Telephone Support, 24x7 Go-Live Clinical Support by Telephone per Department, 24x7 Ongoing Clinical Support by Telephone per Department for the life of the system. This support must be at no additional cost to the Government.
Facility will sponsor and submit necessary paperwork through appropriate channels in order for equipment contained in this contract to obtain TRM and/or RMF and/or any other necessary cybersecurity approvals.

Warranty:
Transcranial Doppler System - Two years on system. One year on remote, headset and other accessories. 90 days on probes. Supply items are warranted for 90 days from the date of shipment. The products are warranted to be free from material defects in workmanship or material under normal use and service for the warranty period. Third party items carry OEM warranty.
