Combined Synopsis/Solicitation
The contractor is responsible for delivering all materials, labor, tools, equipment, transportation, and supervision required to complete the installation in a single phase to minimize facility downtime. All design and construction must comply with Laughlin AFB Division 01 Specifications, Environmental Contractor Technical Specifications, UFC 1-200-01 (DoD Building Code), and NFPA 70 (National Electrical Code).
The technical execution requires a Stormwater Pollution Prevention Plan (SWPPP) to manage runoff and eliminate Foreign Object Debris (FOD). Physical works include trenching from the transformer to a distribution rack positioned ten feet behind it, followed by running 160 feet of overhead power lines on three newly installed utility poles (Poles #1, #2, and #3) to B504. These utility poles must not exceed the 28-foot height of the neighboring B502. Hydro trenching is restricted to a ten-foot stretch from the transformer to the rack and a three-foot diameter around each utility pole.
The electrical infrastructure demands 180 feet of 2 ½ inch conduit and properly sized wiring to support six 480-volt weatherproof twist-lock receptacles, complete with dedicated disconnect switches, system grounding, and bonding. The contractor must also coordinate secondary power conduit termination with the Rio Grande Electric Cooperative (RGEC) and assume all associated subcontracting costs. Following installation, the site must be restored, graded, and cleared of rocks larger than three inches.

All quotes must include all costs associated with engineering design, labor, tools, equipment, materials, transportation, installation, testing, and site restoration. All quotes must be accompanied by technical specification sheets for all proposed hardware.

Vendors shall provide:
- Itemized pricing breakdown (design, labor, and materials).
- Manufacturer name and model numbers for proposed receptacles, disconnects, panels, and conduit.
- Lead times for materials and design submittals.
- Warranty information (covering materials and workmanship).
- Confirmation of ability to meet the 128-day Period of Performance.
- Written confirmation that the quote remains firm and valid through 30 September 2026.
Note: The selected Contractor will be required to submit physical samples of the weatherproof conduit, weatherproof receptacle boxes, receptacles, cover plates, fasteners, disconnects, and the electrical panel to the Government for review and approval upon award.
Funding Availability
Release of Solicitations in Advance of Funding Availability Notice to Offeror(s)/Supplier(s): Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
The agency will consider and has the right to award the contract to the vendor whose offer represents the best value to the Government. IAW RFO 2.101, Best Value means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement.
Evaluation factors include:
- Technical Acceptability: Adherence of design and hardware to commercial-grade and military code standards (NFPA 70/UFC 1-200-01).
- Requirement Compliance: Strict adherence to the SOW-specified submittal schedules and construction parameters (including overhead line height limits and hydro-trenching restrictions).
- Project Schedule: Feasibility of meeting the 128-day Period of Performance (114 days design/procurement, 14 days construction).
- Warranty: Scope and length of warranties provided on electrical components and installation workmanship.
- Past Performance: History of successful completion of similar electrical design-build or installation projects.
- Total Evaluated Price: Combined price of all design, labor, materials, testing, and GPC fees.
Basis for Award
The Government intends to award a single firm-fixed-price purchase order to the responsible vendor whose quotation
represents the best value to the government. The contracting officer has broad discretion in establishing how
quotations will be evaluated. The contracting officer may perform a comparative evaluation of quotations.
The evaluation factors are (in descending order of importance):
1. Price: The total evaluated price.
2. Past Performance: The Government will assess the relevance and quality of recent past performance.
3. Technical Approach: The feasibility and clarity of the proposed plan and timeline.
Applicable Provisions & Clauses
This acquisition is being conducted under RFO 12, treating construction as a commercial service. The following
provisions apply:
• FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services.
• FAR 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services.
• FAR Part 36, Construction and Architect-Engineer Contracts, and FAR Subpart 22.4, Labor Standards for
Contracts Involving Construction (including Davis-Bacon Act requirements) remain applicable to this
requirement. The applicable Wage Determination will be incorporated into the awarded purchase order.
