The purpose of this Amendment is to:

1. Clarify Past Performance inquiry for question 59 as noted below:
Q59. Please confirm whether contractor past performance submissions should be limited to projects completed within the previous five years from the solicitation issue date.

A59. The solicitation specifies prior or current experience. The Government may consider any references provided by the contractor, as well as information available from USDA records, CPARS, and other federal sources. Offerors should select past performance
examples that best demonstrate relevant experience and capability.

Revised response:
Yes, contractor-submitted past performance in support of Technical Approach should be limited to projects performed within the past five years, as stated under the solicitation requirements.

The RFQ Due Date remains the same, 2:00 PM EST 09/23/26

All other terms and conditions remain unchanged the Q&A for this solicitation.

2. Include updated CSS - Solicitation

3. Include updated PWS

4. Include Appendix 1 Corozal Field Office Equipment Estimated Load Consumption.

5. Include Appendix 2 Corozal Service Center Battery Backup Location

6. Extend RFQ Due Date from 12:00 PM EST 09/18/26 to 2:00 PM EST 09/23/26.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 12FPC426Q0071 is issued as a Request for Quotation (RFQ) for NRCS Puerto Rico Battery Backup System for the Corozal Field Office.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 238210.  The small business size standard is $19M  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

A Site Visit has been scheduled for September 10th at 10:30 AM.  Location and details are noted within solicitation (CSS_12FPC426Q0071_PR Battery Backup).     

Interested vendors can review the work site at this time.  Review of the work site is not mandatory, but highly and strongly recommended.

Quotes in response to the RFQ must be e-mailed to tamara.sawyer@usda.gov and oksana.strekha@usda.gov no later than 12:00 PM ET on September 18, 2026. The e-mail subject line should read: Quotation 12FPC426Q0071 – PR Backup Battery. Quotes must contain the name, phone number, and e-mail address of the individual to be contacted concerning any matter related to the solicitation. Quotes are to be inclusive of all costs to perform the work required as outlined in the PWS.
