Description
This is a combined synopsis/solicitation for commercial products and commercial services
prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6,
Streamlined Procedures for Evaluation and Solicitation for Commercial Products and
Commercial Services, as supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being requested, and a written
solicitation document will not be issued.
This solicitation is issued as an RFQ. The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-06 can be
found at Acquisition.gov.
This solicitation is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB).
The associated North American Industrial Classification System (NAICS) code for this
procurement is 314910 Textile Bag and Canvas Mills, with a small business size standard of 500 Employees.
The FSC/PSC is 5450 Miscellaneous Prefabricated Structures.

BACKGROUND
The VA Connecticut Healthcare System requires replacement of awnings located at the entrance of its Emergency Room and the entrance of Radiology that are both located at the VA Medical Center s West Haven Campus.
JUSTIFICATION
Existing awnings serving the Emergency Room and Radiology entrances are damaged and require replacement. Facilities Management Service has inspected the existing awnings and determined that they are past useful life and cannot be repaired.

The contract period of performance for this work is 120 calendar days from contract award NTP and includes contractor closeout.
QUALIFICATIONS
To be eligible for consideration, potential bidders shall have a field service representative located within 200 miles of the West Haven Campus of the VA Connecticut Healthcare System and have proper equipment, materials, and support to provide services. Bidders shall provide upon request, documentation of certification/training on the specific equipment under the terms of this contract.
The Contracting Officer (CO) and/or Contracting Officer s Representative (COR) specifically reserve the right to reject any of the Service Provider s personnel and refuse them permission to work on the equipment outlined herein, based upon credentials provided.
SCOPE OF WORK
The service provider shall furnish all labor, materials, equipment, tools, supervision, and all incidentals to perform the services below.
No work shall be performed on Government Holidays unless an emergency status has been indicated by the VA Contracting Officer.

Description of Services
Service Provider shall schedule and coordinate all work with VA COR and Facilities Management Service Utilities Supervisor.
Service Provider shall protect all equipment in place in the immediate work area.
The manufacturer procedures take precedence over other recommended operation procedures.
Service Provider shall furnish all appropriate tools, equipment, and labor to perform the following:
Emergency Room Entrance - remove and replace damaged awning with 4 Wide x 24 High awning and install replacement post as required.
Radiology Entrance - remove and replace damaged awning with 6 Wide x 13 High awning and install reinforcement post as required.
Service provider shall furnish a waste manifest as required.
Minimum warranty of one year for all parts, labor, workmanship, and equipment shall be furnished.
SPECIAL INSTRUCTIONS
Service Provider Check-in: All employees of the service provider shall comply with VA Security Management Program and obtain permission of the VA Police and restricted from unauthorized access. Upon arrival, the Service Provider shall sign-in at Building 15 in West Haven and receive a temporary identification badge prior to performing services at VA Connecticut Healthcare System. The Service Provider shall wear visible identification always displaying the name and company ID while on site. All site visits shall be coordinated with the VA COR or assigned POC.
Per Directive 1805, smoking, vaping, and smokeless tobacco are prohibited on the grounds of VA facilities, including in vehicles. This Directive applies to all Service providers and their employees.
No photography of VA premises is allowed without written permission of the contracting officer. Patients and staff are not to be photographed at any time.
Parking for Service provider and employees shall be in designated areas only. Service provider shall coordinate with VA COR.
The Service provider shall confine all operations (including storage of materials) on government premises to areas authorized or approved by the VA Contracting Officer. The Service provider shall hold and save the government, its officers, and agents, free and harmless from liability of any nature occasioned by the Service provider s performance. Working space and space available for storing materials shall be as determined by the COR. Workers are subject to the rules of the Medical Center applicable to their conduct. Execute work in such a manner as to reduce impacts with work being done by others.
Billing: Provide COR with a report or statement of work completed and include statements with request for payment. Statement should include service completed and the date each service item was completed. Labor charges shall be billed hurly, and any unused labor totals will be credited back to the VA Medical Center on the next billing cycle, upon receipt of the service report.

Offerors must complete annual representations and certifications electronically via the System
for Award Management (SAM) website located at https://www.sam.gov/portal in accordance
with FAR 52.212-3, Offerors Representations and Certifications Commercial Products and
Commercial Services. If paragraph (j) of the provision is applicable, a written submission is
required.

All quoters shall submit the following:
1. Questions: Any questions must be submitted in writing no later than Tuesday, August 11,
2026 at 12:00 PM EST.
2. Quote: Offeror shall provide a quote using the table above.
All quotes shall be sent to the Contract Specialist at sheena.carlyle@va.gov.
The VA utilizes VISTA to issue a purchase order and liquidate invoices. Failure to register
in VISTA may result in exclusion from the issuance of a VA contract. This determination
will be at the discretion of the Contracting Officer. Interested parties with no prior VA

To facilitate the award process, all quotes must include a statement regarding the terms and
conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the
award document without modification, deletion, or addition."

Quoters shall list exception(s) and rationale for the exception(s), if any.

Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-

ADDENDUM to 52.212-2 EVALUATION COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (DEVIATION AUG 2025)
The following factors shall be used to evaluate quotations:

Price
Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following:
Technical or Quality: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation.
Past Performance: The past performance evaluation will assess the relative risks associated with a quoter s likelihood of success in fulfilling the solicitation s requirements as indicated by the quoter s record of past performance. The past performance evaluation may be based on the contracting officer s knowledge of and previous experience with the supply or service being acquired; Customer surveys, and past performance questionnaire replies; Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis.
Price: The Government will evaluate the price by adding the total of all line-item prices, including all options. The Total Evaluated Price will be that sum.
Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. This includes options under FAR 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options under FAR 52.217-8 will be accomplished by adding six months of the quoter's price for the last potential period of performance under this contract to the quoter's total price. For example, if the contract includes option periods that are exercisable under FAR 52.217-9, the quoter's total price for the purpose of evaluation will include the base period, all option periods, and an additional six months of the last option period. Quoters must price only the base and option periods specified in the contract line item numbers (CLINs) and shall not submit a price for the potential six-month extension of services under FAR 52.217-8. The Government reserves the right to exercise the option under FAR 52.217-8 before the end of any of the contractor's performance periods and will be exercised at the price and/or rates in effect at the time the clause is exercised. Evaluation of options shall not obligate the Government to exercise the option(s).
