This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), other Small Businesses interested and capable of providing items requested, as well as any large business interested and capable.
Potential contractors shall provide, at a minimum, the following information:
1) Company name, address, and point of contact, phone number, e-mail address, and SAM.gov UEI number/code.
2) Anticipated North American Industry Classification System (NAICS) code is 333112 with a size standard of 1,500 employees. Please specify your business classification: Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), Women-Owned Small Business (WOSB), HUBZone Small Business and if you are a Small Business Manufacturer, Other Small Business, or Large Business. Indicate if you are the manufacturer of the items listed below.
3) All Offerors who provide goods or services to the United States Federal Government must be registered in the System Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror has completed their business Online Representations and Certifications Application in the System for Award Management (SAM).
4) Any SDVOSB or VOSB who responds to a solicitation on this project must be registered with the Small Business Administration Registry.
5) If not a manufacturer, only authorized representatives/providers/distributors of the manufacturer will be considered. Equipment must be new, no used or refurbished equipment accepted. Please provide proof of authorized dealer or reseller letter from manufacturer.
6) If you are the manufacturer, do you have any designated or authorized distributors? If so, please provide their name, telephone, point of contact and size status (if available).
7) This is a brand name or equal requirement. As such, the salient characteristics reflect the physical, functional, or performance characteristics that equal products must meet to satisfy the Government s needs. To be considered for any potential solicitation, offers of equal products, including equal products of the brand name manufacturer, must:
(a) Meet the salient physical, functional, or performance characteristic of the item and those specified in this sources sought; clearly identify the item by Brand name, if any, and make/model number.
(b) Include descriptive literature such as illustrations, drawings, or a clear reference to descriptive data or information available that identifies that the equal item meets or exceeds the salient characteristics required by the Government.
(c) Identify the manufacturer name (OEM) and manufacturer part number, as well as any warranty information.
(d) Please provide a courtesy quote in response to this request to evaluate price reasonableness for any set-aside determination, and any applicable contract vehicle information such as Federal Supply Schedule (FSS) GSA/NAC/SAC/BPA/NASA SEWP or any other Federal Government contract.
8) You must identify the country of origin for all items. It is the intent of the VA to use the information gathered for market research purposes only. If a formal solicitation is released, it will be posted via the Contracting Opportunities website located at sam.gov or GSA eBuy.
Project requirements:
The Tennessee Valley VA Medical Center (Murfreesboro Campus)
3400 Lebanon Road, Murfreesboro, TN 37129, requires commercial-grade grounds maintenance equipment capable of maintaining approximately 300 acres of developed grounds, wooded areas, roadways, and landscaped property. The equipment shall possess the following minimum essential characteristics:
General Requirements
Commercial-grade equipment designed for continuous institutional and municipal grounds maintenance.
Commercial diesel-powered engines designed for extended service life, fuel efficiency, and reliable operation under heavy workloads.
Heavy-duty construction suitable for daily commercial operation in varying terrain and weather conditions.
Equipment shall maximize operational efficiency by supporting multiple grounds maintenance applications through manufacturer-engineered attachments.
Equipment shall reduce lifecycle costs by minimizing downtime, simplifying maintenance, and providing long-term reliability.
Maintenance and Diagnostic Requirements
Equipment shall utilize an open, industry-standard diagnostic system compatible with commercially available OBD-II diagnostic tools, allowing Government maintenance personnel and qualified repair facilities to diagnose engine faults without reliance on proprietary manufacturer software or dealer-exclusive electronic diagnostic systems.
Equipment shall permit routine maintenance and troubleshooting using commercially available service information and diagnostic equipment.
Equipment requiring proprietary diagnostic software, restricted electronic access, or dealer-exclusive troubleshooting capabilities is not acceptable due to increased downtime, limited repair options, and higher lifecycle maintenance costs.
Equipment shall provide easy access to routine service points to facilitate preventive maintenance and reduce equipment out-of-service time.
Front-Mount Commercial Mower

Deluxe suspension seat with lumbar support and adjustable armrests for operator comfort during extended operation.
Commercial cutting speeds suitable for maximizing productivity.
Heavy-duty commercial frame designed for institutional use.
Attachment and Operational Capability
Equipment shall be compatible with a wide variety of OEM commercial attachments, allowing a single equipment platform to perform multiple maintenance functions, including finish mowing, brush cutting, vegetation management, and seasonal grounds maintenance.
Attachment systems shall allow rapid interchange of implements to minimize downtime and improve workforce productivity.
Equipment shall be compatible with heavy-duty rotary brush-cutting equipment capable of clearing tall grass, dense vegetation, brush, saplings, and rough terrain.
Brush-cutting capability shall reduce damage to finish mowers by allowing wooded and unimproved areas to be maintained with equipment specifically designed for those conditions.
