This is a combined synopsis/solicitation for commercial products prepared in accordance with Far part 12 overhaul. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
The Solicitation number is 6923G226Q000020 and is issued as a request for quotation (RFQ) for the United States Merchant Marine Academy (USMMA) - SEAWEB SHIPS DATABASE SUBSCRIPTION (Base + 4 Option Year). The combined synopsis/solicitation will result in a fixed price Purchase Order (PO).
This requirement is a total set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. All responsible small business sources may submit a response which, if timely received, will be considered by the agency.
The associated North American Industrial Classification System (NAICS) code for this procurement is 541990 with a small business standard of $19,500 million. Offers received from firms that are not small business concerns shall be considered non-responsive and will be rejected (in accordance with FAR 52.219-6 Notice of Total Small Business Set-Aside which applies to this solicitation).
The United States Merchant Marine Academy (USMMA) at Kings Point, New York requires the SeaWeb ship database subscription renewal (all web-based, no software required), for up to 10 simultaneous users.
Quotation deadlines are due by July 15, 2026 at 2:30PM via electronic mail (e-mail). Offerors are advised that they are responsible for all solicitation documents and acknowledging any amendments and should re-visit this website periodically to check for any changes to this notice, updates, or amendments without further notice from the USMMA.
BASIS FOR AWARD-
A Single Firm Fixed Price Award will be made to the responsible offeror, whose offer is, conforming to the combined Synopsis/Solicitation, offers the lowest price, technically acceptable (LPTA) quote with no adverse past performances. The Government will evaluate offers for award purposes based on an acceptable/unacceptable basis to determine if the contractor meets the requirements described in the requirement.

Submission of Offers
The completed & signed SF-1449, with pricing for each contract line item (CLIN). For the technical review, please submit a 1–2-page documents detailing the approach will use to satisfy the Statement of Work (SOW). Technical and price proposals must be submitted separately via email to ravilusd@usmma.edu by the response time stated herein.
