Procure Submarine Hydro-Pneumatic Fenders

Procure Yokohama brand Submarine Hydro-Pneumatic Fenders as specified in the Statement of Work (SOW).

This solicitation is intended only for sources duly authorized to operate and do business in S. Korea, as prescribed by DFARS 252.225-7042. Prime Contractors outside of S. Korea must submit documentation that unambiguously demonstrates the Offer's compliance with DFARS 252.225-7042 (e.g. proof of incorporation) as part of their offer.

Quoters may request clarification of any specification or contract term. No verbal requests for information will be accepted by the Contracting Officer or his / her Technical Representative. Quoter's questions must be submitted to the Contract Specialist in writing via Email at hyon.t.yang2.ln@us.navy.mil. All requests for clarification on the subject solicitation shall be emailed to the Contract Specialist by Thursday, 18 June 2026, 11 A.M. Korea Standard Time.

- Amendment 0001 dated 12 Jun 2026 to provide Q&As.

- Amendment 0002 dated 17 Jun 2026 with following changes:

1) SOW and Section L of solicitation is revised to change this acquisition to BRAND NAME OR EQUAL concept instead of a sole source.
2) Section M Evaluation Factors for Award is updated to incorporate Technical Factors for acceptability determination of "Equivalent" products.
3) Offer due date is extended to end on 25 Jun 2026 @ 10 AM Korea Standard Time (KST).

- Amendment 0003 dated 17 Jun 2026 with following changes:

1) Add DFARS 252.225-7000 Buy American--Balance of Payments Program Certificate--Basic

2) Add DFARS 252.225-7021 Trade Agreements--Basic

3) Section M - Evaluation Factors for Award of this solicitation has been updated in conformance with the PWS.
