SOLICITATION AMENDMENT NOTICE: - Amendment 0002

The purpose of this Amendment is to incorporate a revised Performance Work Statement (PWS) for the Beale AFB Running Track Resurfacing project.

1. REVISED PERFORMANCE WORK STATEMENT: The Performance Work Statement (PWS) dated 2 September 2026 replaces and supersedes all previous PWS drafts and versions in their entirety.

2. SCOPE & TECHNICAL NOTICE TO OFFERORS: Substantial revisions have been made throughout the PWS, including (but not limited to) subsurface base inspection protocols, crack repair standards, warranty certifications, technical directives, and required contractor deliverables.

*** IMPORTANT NOTICE TO OFFERORS *** Due to the extent of technical and procedural updates, specific changes are not enumerated individually. All prospective offerors are STRONGLY ENCOURAGED to conduct a thorough, line-by-line review of the entire revised PWS (dated 2 September 2026) to ensure all technical and pricing proposals accurately account for the revised government requirements and deliverables.

3. SOLICITATION DUE DATE: The proposal/quote submission due date and time REMAIN UNCHANGED: 8 September 2026 at 12:30 PM PDT

4. ACKNOWLEDGMENT: Offerors must acknowledge receipt of this Amendment prior to the closing date and time in accordance with Block 11 of the Standard Form 30 (SF 30). Failure to acknowledge this amendment may result in proposal rejection.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number FA468626QS022 is issued as a request for quotation (RFQ) for the surface replacement of the Beale AFB running fitness track.

This acquisition is 100% set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

CLIN 0001: Track Surface Replacement (IAW the attached PWS)

(iii) Description of requirements for the items to be acquired:

The contractor shall provide all personnel, equipment, materials, management, and supervision necessary to perform a complete rubberized surface removal and resurfacing of the installation’s oval running track. This is a non-personal services contract. The scope includes the full removal and disposal of the old track surface, protection of adjacent facilities, installation of a new 13mm full-pour polyurethane synthetic track surface, application of a paved transition strip, and the precise striping of lanes and markings for all components of the Air Force Physical Fitness Readiness Assessment. The contractor’s performance must adhere to the standards set forth in this Performance Work Statement (PWS), including relevant Unified Facilities Criteria (UFC), NCAA, and ASTM standards.
