This requirement is for one (1) Firm-Fixed-Price (FFP) purchase order for solid waste removal services, Base Year plus four option years, for the Yakama Indian Health Clinic. This service is to ensure safety and compliance for related patient care services and in support of ongoing clinical operations within the Service Unit.

Yakama Indian Health Center (YIHC)
1.0 Objective
The purpose of this Performance Work Statement (PWS) is to obtain solid waste collection, disposal, and recycling services for the Yakama Indian Health Center (YIHC) and Annex facility located in Toppenish, Washington. The contractor shall provide all labor, equipment, vehicles, containers, supervision, transportation, and materials necessary to perform the required services.
2.0 Background
The Yakama Indian Health Center is an Indian Health Service (IHS) operated outpatient healthcare facility serving the Yakama Nation and other eligible American Indian and Alaska Native beneficiaries. The facility provides medical, dental, laboratory, radiology, pharmacy, and community health services.
Routine waste removal services are required to maintain a clean, safe, and environmentally compliant healthcare environment that supports uninterrupted clinical operations.
3.0 Scope of Work
The Contractor shall furnish solid waste collection and recycling services, including the rental, servicing, collection, transportation, and lawful disposal of solid waste and recyclable materials generated at Government facilities.
Services shall include weekly collection of all designated containers and disposal of waste in accordance with all applicable Federal, State, Tribal, and local environmental regulations.
The Government may request additional non-recurring waste collection services for construction debris or similar materials on an as-needed basis.
4.0 Performance Requirements
The Contractor shall:
• Provide all waste and recycling containers identified in this PWS.
• Empty all containers once each week unless otherwise directed by the Contracting Officer’s Representative (COR).
• Transport and dispose of all waste at authorized disposal facilities.
• Coordinate pickups with YIHC Maintenance personnel.
• Maintain containers in clean, safe, and serviceable condition.
• Replace damaged containers at no additional cost unless damage is caused by Government negligence.
• Provide monthly invoices identifying services performed and estimated waste volumes collected.

6.0 Performance Standards

7.0 Contractor Responsibilities
The Contractor shall:
• Furnish all labor, supervision, equipment, vehicles, fuel, tools, and supplies required to perform the work.
• Comply with all applicable Federal, State, Tribal, and local laws and regulations, with disposal at an approved EPA location.
• Ensure personnel conduct themselves professionally while on Government property.
• Coordinate service interruptions or schedule changes with the COR.
• Immediately report any spills, accidents, or property damage occurring during performance.
8.0 Government Responsibilities
The Government shall:
• Provide reasonable access to collection areas.
• Designate a Contracting Officer’s Representative (COR).
• Notify the Contractor of schedule changes or additional service requirements.
• Review contractor performance and approve invoices.
9.0 Security Requirements
Contractor personnel will require intermittent access to Government facilities solely for performance of this contract.
• Contractor personnel shall be escorted while on site when required.
• Contractor personnel shall not access Government computer systems or sensitive information.
• No background investigation is required.
10.0 Government-Furnished Property
No Government-Furnished Equipment (GFE) or Government-Furnished Information (GFI) will be provided under this contract.
11.0 Safety and Environmental Requirements
The Contractor shall comply with all Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), Washington State, Tribal, and local requirements governing waste handling, transportation, and disposal.

16.0 Confidentiality
Although contractor personnel are not expected to access Protected Health Information (PHI), they shall comply with all applicable HIPAA, Privacy Act, and Indian Health Service confidentiality requirements while performing work on Government property.
17.0 Quality Assurance Surveillance
The Government will monitor contractor performance through:
• Visual inspection of completed services
• Review of contractor invoices
• Customer complaints
• Documentation review
• Periodic performance evaluations
Failure to meet performance standards may result in corrective action requests and other remedies available under the contract.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 dated March 13, 2026.
