is issuing this Notice of Sources Sought for a contractor for delivery, installation, and start-up, of a rental 80 KVA UPS. For the CLARKSBURG Louis A Johnson VA MEDICAL CENTER.

All responsible sources may submit a capabilities statement and answer the subcontracting questions listed below. At minimum the below response must include the following.

Must be able have the ability for Installing or interfacing with a UPS especially a three phase 80 kVA system
Certifications working with Liebert/Vertiv UPS systems requires familiarity with their installation, electrical interface, battery system, control wiring, commissioning practice, and safety requirements.
LOC out Tag out procedures, OSHA 10/30 Training Certifications
NFPA 70E certification.

STATEMENT OF WORK
SCOPE OF WORK
PROJECT DATA:
a) TITLE: Server Room UPS Rental
b) BUILDING/FACILITY: Bldg. 1 LAJVAMC
2. GENERAL SCOPE
This project covers the delivery, installation, and start-up, of a rental 80 KVA UPS. Contractor will verify the existing connected load to an existing Liebert UPS:

Serial # 3T00005193
Perform all necessary demolition and site preparations to install a temporary UPS of the same size and capacity as existing. Due to space limitations, it is anticipated that the existing Liebert UPS referenced above will require full disassembly and removal prior to the placement and connection of a temporary UPS of comparable size and capacity.
The Contractor shall be responsible for all labor, materials, equipment, and tools necessary to complete the delivery, demolition of existing, installation of temporary and start-up, maintenance (if required), and removal of the rental equipment to include disassembly at the end of the rental period. The Contractor shall clean the work area daily and secure all tools and materials for patient and staff safety.
3. GENERAL CONDITIONS AND DEFINITIONS
COR:Â Contracting Officer s Representative. A VA employee of the Louis A. Johnson VA Medical Center Facilities Management Service officially assigned to act as Project Manager and Inspector. The COR shall be the primary point of contact on all matters concerning the contract work.
Coordination:Â All administrative and logistical requirements regarding the project must be exclusively coordinated with the assigned COR. No other person has authority to direct or approve changes to contract work unless specifically authorized.
Provide (Rental):Â For the purpose of this scope, the term Provide means to deliver, install, and make available for use fully functional rental UPS system(s) and associated battery cabinet per manufacturer s instructions and SOW requirements.
Remove (Rental Return):Â At the conclusion of the rental period, all equipment will be disconnected and prepared for return shipment to the vendor. The vendor will coordinate pickup and removal with the COR.
The contractor shall remove all debris resulting from delivery, installation, and start-up immediately upon completion of the activity. The work site will be left clean and orderly at all times.
All activities shall correspond to this Scope of Work. Any discrepancy identified between this SOW and actual site conditions shall be promptly brought to the attention of the VA COR before continuation.
4. DETAILED REQUIREMENTS
Equipment to be Provided and Installed:
UPS Systems (Qty 1):
Size, model capacity to be field verified by vendor based on existing connected load.
Reference 80 kVA Liebert UPS as basis for comparison.
Services Included:
Delivery of all rental equipment to the loading dock at Louis A. Johnson VA Medical Center, 1 Medical Center Drive, Clarksburg, WV 26301.
Start-up services by a qualified Sure Power Engineer (does not include on-site commissioning or load testing).
Return (outbound) shipping at the end of the rental period.
All equipment shall remain the property of the rental vendor and be maintained in accordance with manufacturer s specifications during the rental period.
Maintenance and Service Schedule:
The Contractor shall provide a detailed maintenance and service schedule for the rental equipment to the VA Contracting Officer s Representative (COR) prior to or upon equipment delivery. This schedule shall include all planned maintenance, inspections, and required servicing for the duration of the rental period. Any updates or changes to the maintenance schedule must be promptly communicated to the COR. Documentation of all performed maintenance and service activities shall be submitted to the VA for tracking and recordkeeping purposes.
Customer Responsibilities:
Provide a safe, accessible location for equipment installation at Louis A. Johnson VA Medical Center.
Installation and all required external cabling to be done by the VA or as otherwise coordinated.
Notify contractor of any required schedule changes or access issues at least 72 hours in advance.
Site and Safety Requirements:
Contractor is responsible for all activities related to the safe delivery, set-up, energizing, and de-energizing of the rental units.
All packaging, dunnage, and debris from delivery, start-up, or removal must be promptly cleaned up and removed off government property daily. VA dumpsters may not be used.
Performance Verification:
After start-up, the Contractor shall demonstrate in-service that the UPS units and battery cabinets are functioning as intended, in coordination with VA technical staff.
Any technical troubleshooting or warranty service during the rental shall be promptly performed by the Contractor or their designee.
At the conclusion, the Contractor shall participate in the power-down and removal of both the UPS and battery cabinet and coordinate all return logistics.
5. SAFETY PRECAUTIONS
A. Contractor shall comply with all applicable Federal, State, and Local requirements regarding safety and health, including but not limited to OSHA statutes and regulations. The contractor is solely responsible for determining applicable requirements and ensuring a safe and healthful worksite.
B. The Contractor shall take precautions to protect Government property at all times.
C. The Contractor shall observe all facility fire, safety, and security requirements, including protection of egress routes.
D. No flammable liquids will be stored or used in the VA facility.
E. Appropriate portable fire extinguishers shall be available per National Fire Protection Association (NFPA) standards.
F. The Contractor shall take necessary precautions to avoid triggering smoke detectors or sprinkler systems.
6. PERIOD OF PERFORMANCE
The period of performance for this contract shall be a base year of twelve (12) consecutive months from the date of equipment delivery and acceptance at the Louis A. Johnson VA Medical Center, with two (2) Government unilateral option to extend the contract for an additional twelve (12) months. The Government may exercise the option year by providing written notice to the Contractor at least thirty (30) days prior to the expiration of the base year. All terms and conditions applicable to the base year shall apply to the option period, if exercised.
