VR Training System for Gas Turbine Generator - Pearl Harbor, HI

The Defense Information Systems Agency - Pacific (DISA PAC) is seeking sources for Virtual Reality Training for a Gas Turbine Generator for the Department of Navy (DON) at the Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF).

INTRODUCTION:

This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of small businesses (including the following subsets: Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman-Owned Small Businesses) to provide the required products and/or services.

DISA PAC is seeking information from potential sources to: develop and build a Virtual Reality (VR) training system leveraging commercial-off-the-shelf (COTS) technology for the use of a gas turbine generator. The Contractor shall deliver this system, complete with instructional animations to maximize and improve operational readiness and maintenance capabilities across all platforms. The VR animations must be user-driven and built according to specifications in the Performance Work Statement (PWS). The Contractor shall provide all management, labor, transportation, tools, and equipment for the delivery of the VR hardware and VR software training system solution identified within the PWS. The delivery of the software training system must be completed by Close of Business (COB) November 1, 2027. Annual software and hardware maintenance for the system is required.

A Firm-Fixed Price contract is anticipated to be awarded with 2 option periods for the software and hardware maintenance for the system.

The anticipated Period of Performance is a one-year base period plus 2 one-year options.

The anticipated Place of Performance is TBD.

REQUIRED CAPABILITIES:

1. Describe your company’s capability and experience in designing, developing, and delivering virtual training systems, and clarify whether your firm can provide technical information, methodologies, or past project examples regarding the creation of custom virtual training modules for complex industrial or mechanical equipment.

The North American Industry Classification System Code (NAICS) for this requirement is 541511 Custom Computer Programming Services (https://www.census.gov/naics/), with the corresponding size standard of $34M (https://www.sba.gov/document/support--table-size-standards).

In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.  Responses must demonstrate the company’s ability to perform in accordance with FAR clause 52.219-14, Limitations on Subcontracting.

To assist DISA in determining the level of participation by small business in any subsequent procurement that may result from this Sources Sought Notice, provide information regarding any plans to use joint ventures (JVs) or partnering.  Please outline the company's areas of expertise and those of any proposed JV/partner who combined can meet the specific requirements contained in this notice.
