NOTICE OF INTENT TO AWARD SOLE SOURCE

The Medical Readiness Contracting Office – West (MRCO-W), Fort Hood Health Contracting Branch, Fort Hood, Texas intends to award a Firm Fixed-Price sole source purchase order to the University of Texas Health Science Center at Houston, under the authority of RFO Federal Acquisition Regulation (FAR) 12.102(a) For acquisitions valued at or below the Simplified Acquisition Threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name or industrial mobilization, for cadaver-based medical proficiency training (cadavers and lab space provided) for the Carl R. Darnall Army Medical Center, Fort Hood, Texas 76544. The applicable NAICS code for this requirement is 621991, and the size standard is $24.0M.

This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquires will be honored. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.

The Fort Hood Health Contracting Branch intends to make a sole source award on or about 1 May 2026 to UNIVERSITY OF TEXAS HEALTH SCIENCE CENTER AT HOUSTON, 7000 Fannin St. Fl 9, Houston, Texas 77030-3870.
