MNNG Mobile Dental Services

1. The Minnesota Army National Guard at Camp Ripley Training Center (CRTC), Little Falls, Minnesota is publicizing this SOURCES SOUGHT notice gathering information with respect to dentistry background and experience.

2. Set-Aside Determination: The Government is utilizing this market research to verify if there is a reasonable expectation of obtaining competitive offers from two or more responsible small business concerns. The results of this market research will be used to finalize the determination for a Total Small Business Set-Aside.

3. No solicitation is being issued currently. This is not a Request for Proposal (RFP) or Invitation for Bid (IFB) and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered proposals, nor will any award be made because of this SOURCES SOUGHT. The Government will not be responsible for any costs incurred by interested parties in responding to this notice. Any future solicitation, including specifications and/or Performance Work Statement will be made available on the Contract Opportunities website (https://sam.gov). Interested parties are solely responsible for monitoring the website for release of a solicitation package and/or any updates and/or amendments.

4. The Government is seeking to identify qualified, experienced, and interested businesses capable of performing the work described below:

a.  The Contractor shall be able to provide Dentist for medical readiness support services to the Minnesota Army National Guard (MNARNG). In support of this mission the Contractor shall:  Abide by Privacy Act and HIPAA regulations and guidelines. Obtain services through a reputable dental provider that can successfully perform these services in a mobile environment and can assess large groups of Soldiers in an efficient fashion. These services will provide dental exams and procedures necessary to meet Department of the Army standards to meet readiness and deployability standards to ensure mission capability of the MNARNG. The contractor shall provide all qualified personnel, materials, supervision, and quality control necessary to perform dentist service support operations. The contractor shall develop and maintain an effective Quality Control Plan (QCP) to ensure services are performed, as well as develop and implement procedures to identify, prevent and ensure non-recurrence of defective services.

b. This service is intended to service 8,500 service members during the 1-year duration and have 3 main locations: Cottage Grove, Arden Hills and Camp Ripley Training Center (with the ability to provide mobile support to other designated MNARNG locations if necessary.) The dental service frequency is estimated at 4 days per month at any of the various locations. The Government anticipates a period of performance of a one (1) year Firm Fixed Price contract.

5. This contract is considered mission essential.

6. The following NAICS Code applies to this SOURCES SOUGHT:621210 – Offices of Dentists. The size standard for this NAICS code is $9M. PSC: Q503 - DENTISTRY SERVICES. 

7. If your firm has an interest in proposing on the potential future requirement as described above, please prepare and submit a Capability Statement to: Mrs. Ariel Gould at ariel.d.gould.civ@army.mil prior to 10:00 AM Central Daylight Time on 05 October 2026. Your capability statement should be limited to five (5) pages. At a minimum, your capability statement should include skills, experience, knowledge, and licensure to perform the services described. Please include the following:

1. Company name, address, point of contact, telephone number, email address, CAGE code and UEID from SAM.
2. Company’s business size and/or socioeconomic status (i.e., Large Business, Small Business, Emerging Small Business, SBA Certified 8a Participant, SBA Certified HUBZone, Small Disadvantaged Business, SBA Certified Service-Disabled Veteran Owned Small Business, SBA Certified Veteran Owned Small Business, SBA Certified Women-Owned Small Business, SBA Certified Economically Disadvantaged Women-Owned Small Business).
