PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. This notice is not a request for competitive quotations.
The Federal Bureau of Investigation (FBI) intends to award a sole‑source, firm‑fixed‑price contract to L3Harris Technologies, Inc., Nine Akira Way, Londonderry, NH 03053, for the procurement of Panoramic Night Vision Device – Fused (F-PANO) Night Vision Goggles (NVGS).
L3Harris Technologies is the sole developer and manufacturer of the F-PANO NVGs and is the only vendor capable of providing the proper support for the referenced equipment to ensure optimal performance throughout the life of the product. The F-PANO NVGs are comprised of parts that are designed, developed and propriety to the manufacturer. L3Harris Technologies does not currently authorize the reselling of the device. This requirement was previously announced under Notice ID SHOP-PR-25-001271, issued on February 13, 2026, which did not result in an award. Due to continued mission needs and long lead times associated with this requirement, the FBI is re‑posting this notice to proceed with acquisition actions.
The Government intends to negotiate with only one source under the authority of FAR 6.302‑1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
This notice is not a request for competitive proposals. However, any responsible source that believes it can meet the requirements may submit a capability statement to Contracting Officer Christina Wheeless at cmwheeless@fbi.gov. Responses must be received no later than 1:00 PM CT on July 31, 2026, and must clearly show the firm’s ability to provide an equivalent system without compromising compatibility, performance, or proprietary technology requirements. Justification is available upon request.
No phone inquiries will be accepted. Responses must include clear and convincing evidence that competition would be advantageous to the Government, along with the company’s Unique Entity ID (UEID) and business size classification.
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
No reimbursement will be made for any costs incurred in providing capability information.
Vendors must be registered in SAM.gov (effective July 29, 2012) to be eligible for federal contracts. The FBI’s financial system interfaces directly with SAM; therefore, vendors must ensure their SAM registration is current and accurate, including Tax Identification Number (TIN), Electronic Funds Transfer (EFT) details, UEID, addresses, and contact information. EFT banking information in SAM will be used by the FBI to process payments.
