CA NP MOJA 11(2) 10(2) KELBAKER, KELSO-CIMA, CIMA and MORNING STAR MINE ROADS
FULL AND OPEN COMPETITION WITH HUBZone PRICE PREFERENCE
PROJECT DETAILS:
The Federal Highway Administration, Central Federal Lands Highway Division (FHWA-CFLHD), in coordination with the National Park Service, Mojave National Preserve, is proposing improvements to approximately 56.5 miles of roads within Mojave National Preserve in San Bernardino County, CA to improve safety and visitor access. Improvements primarily include resurfacing, restoration, and rehabilitation, and work is included on the entire 19.3 miles of Kelso-Cima Road, 22.3 miles of South Kelbaker Road, and 14.9 miles of Morningstar Mine Road.
The Kelso-Cima and South Kelbaker Road improvements consist of full depth reclamation of the existing pavement with placement of new asphalt pavement, increasing the roadway width to a consistent 26 feet, minor horizontal/vertical roadway realignment (reconstruction) in select areas, reinforcing 48 low water crossings (11 on South Kelbaker Road and 37 on Kelso-Cima Road), and improving safety with longitudinal and transverse mumble strips, signing, pavement markings, and paved pullouts. Low water crossings typically consist of buried concrete barriers with riprap revetment.
The Morningstar Mine Road improvements consist of full depth reclamation of the existing pavement and placement of surface-course aggregate. Work also includes realignment of Kelso-Cima Road at the Cima Road/Morningstar Mine Road intersection,
The estimated cost for the work is between $80,000,000 and $120,000,000.
The work is occurring in a natural resource sensitive area and there are environmental constraints that will affect the construction schedule and type of operations. Great attention to detail will be required in achieving customer satisfaction in areas of road construction, traffic control, visitor relations and timely completion of work. Prior experience on projects of similar magnitude in is required.

133,000 tons of roadway aggregate,
81,000 tons of aggregate surface course,
110,000 cubic yards of roadway excavation,
49 miles of full depth reclamation, method 2, 6-inch depth,
17,000 linear feet of concrete barrier (low water crossings),
44 miles of fence, tortoise barrier,
2,400 linear feet of tortoise crossing structure, and
12,000 cubic yards of rip rap
