Notice of Intent for Stamford Hurricane Barrier – Control Systems Replacement – Mechanical & Hydraulic Components
Under the authority of RFO 6.103-1, the U.S. Army Corps of Engineers (USACE), New England District (NAE) intends to require, on a brand-name basis, the purchase and installation of highly specialized hydraulic and electronic components for the upcoming Stamford Hurricane Barrier Control System Replacement project in Stamford, Connecticut.
The Stamford Hurricane Barrier is a critical life-safety public infrastructure asset providing immediate tidal flood and storm surge protection to the City of Stamford and surrounding communities. The brand-name components specified herein are manufactured by:
These components are required for the rehabilitation, modernization, and control integration of the existing main Hydraulic Power Units (HPUs) and hydraulic manifold assemblies.
The use of these brand-name components is essential to meet the Government’s strict safety, compatibility, and performance requirements for the following reasons:

The use of the specified brand-name components is essential to meet the Government’s strict life-safety, mechanical synchronization, fluid cleanliness, and physical compatibility requirements.
Submission of Capabilities:
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR COMPETITIVE PROPOSALS OR A SOLICITATION. A solicitation will be issued at a later date.
However, any firm that believes it can provide alternative components that meet all the critical salient characteristics (e.g., mechanical footprint, flow-gain curves, porting, sensor scaling) and can demonstrate how using such components would not compromise the operational safety and synchronization of the Stamford Hurricane Barrier may submit a capability statement.
This notice is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above. The Government is not obligated to and will not pay for any information received because of this notice. All responses received within 15 days of the posting of this notice will be considered by the Government. A determination by the Government to require the specified brand names is solely within the discretion of the Government.
