This notice is issued solely for market research and ISBEE (Indian Small Business Economic Enterprise) planning purposes. It does not constitute a solicitation, Request for Quote (RFQ), or a commitment by the Government to issue a solicitation or award a contract.
The Government is not requesting quotes at this time, and no awards will be made because of this notice.
The Bureau of Indian Affairs (BIA), Office of Justice Services (OJS), is conducting market research to identify qualified ISBEE, IEE, small business, and large business concerns capable of providing food and beverage supply delivery to OJS Detention Facilities located in District I (North Dakota, South Dakota, and Nebraska).
BIA-OJS is responsible for providing nutritious and healthy inmate meals that meet or exceed Tribal and nationally recognized standards. District I requires a vendor (or vendors) to furnish a wide range of food and beverage items to multiple detention locations.
Food categories include, but are not limited to:
Perishables
Meats
Frozen foods
Breads
Fresh vegetables and fruit
Dairy
Non perishables
Canned goods
Pastas
Condiments and seasonings
Beverages
Other food staples as needed
Estimated inmate population: 220 inmates/day, fed breakfast, lunch, dinner, and snacks per month.
District I Delivery Locations
Interested vendors must deliver to ALL the following detention centers:
Standing Rock Adult & Juvenile Detention, Fort Yates, ND
Turtle Mountain Detention Center, Belcourt, ND
Fort Totten Detention Center, Fort Totten, ND
Lower Brule Detention Center, Lower Brule, SD
Yankton Detention Center, Wagner, SD
This Sources Sought seeks to identify whether two or more capable ISBEEs are available to support District I food service supply needs.
Requested Information from Respondents
Interested vendors (ISBEE, IEE, small business, or large business) are invited to submit a capability statement addressing the following:
Interested vendors should submit the following information (maximum 10 pages):
1. Company name, address, and point of contact information
2. CAGE code and UEI
3. Business size/status under NAICS 722310 (or recommended alternative)
4. Capabilities statement tailored to the scope of this requirement
5. Geographic service coverage, especially confirmation of ability to deliver to all listed locations
6. Past performance for similar food delivery or institutional food supply contracts
7. Logistics capabilities, including distribution centers, truck fleet descriptions, cold chain compliance, and emergency delivery processes
8. Ability to meet daily, weekly, and emergency delivery requirements
