The purpose of this amendment is to formally update the solicitation parameters for the Hazardous Waste Characterization, Lab-Packing, and Disposal requirement as follows:
1. REVISION OF STATEMENT OF WORK ATTACHMENTS
The technical inventory lists attached to the original solicitation are hereby superseded. Quoters must review the updated attachments for final pricing calculations:
Attachment A (CLIN 0001 - Milford Laboratory): Replaced in its entirety with the Milford disposal list.
Attachment B (CLIN 0002 - JJ Howard Laboratory): Replaced in its entirety with pictures for reference.
2. INCORPORATION OF SITE VISIT SCHEDULE AND PROTOCOLS
In accordance with FAR 52.237-1 (Site Visit), prospective vendors are highly encouraged to physically inspect the central accumulation yards and storage sheds to verify waste counts and logistics dimensions before final quote submission.
Site visits may be conducted under the following parameters:
Window of Availability: From June 6 through June 13, inclusive.
Daily Permitted Hours: Between 8:00 AM and 5:00 PM EST.
Coordination Requirement: Site entry must be scheduled a minimum of 24 hours in advance directly with the assigned technical site personnel listed below. No unannounced walk-ins will be permitted entry past security barriers.

4. SUMMARY OF UNCHANGED TERMS
Except as amended herein, all other terms, performance rules, and conditions of solicitation 1333MF26Q0040 remain completely unchanged and in full effect.
Acknowledgment Requirement: Quoters must sign and return a completed copy of this amendment page with their final quote submission to be considered technically responsive.
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.
Solicitation number1333MF26Q0040 is issued as a request for quotation (RFQ), for comprehensive technical assistance for waste characterization, inventorying, lab-packing, packaging, labeling, manifesting, transportation, and final disposal of hazardous, non-hazardous, bio-hazardous, universal waste, and used oil across two distinct NEFSC facility locations.
This acquisition is set-aside for small business concerns. The associated NAICS code is 562112. The small business size standard is $47 million.
The Government intends to award a low priced, technically acceptable, single award firm fixed-price purchase order on an all basis.
This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
A list of line-item numbers is as follows:
(Service) CLIN 0001 – Base Year
Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for (description) at the NEFSC in Milford, CT, in accordance with the Statement of Work. Period of Performance is 60 days after receipt of award.
(Service) CLIN 0002 – Base Year
Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for (description) at the NEFSC in Highlands, NJ, in accordance with the Statement of Work. Period of Performance is 60 days after reciept of award.

INVOICES TO BE BILLED AFTER SERVICE IS COMPLETE VIA IPP.
Place(s) of acceptance should be NEFSC Milford, CT and Highlands, NJ.
A list of solicitation provisions that apply to the acquisition can be found on the Request for Quote Form SF18 attachment in Section IX.
Quotes are required to be received in the contracting office no later than 9 am EST 07/23/2026. All quotes must be submitted electronically via email to sandra.thibodeau@noaa.gov and cc kelly.taranto@noaa.gov.
THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES. IT IS THE CONTRACTOR’S RESPONSIBILITY TO REQUEST AND RECEIVE A CONFIRMATION OF THE QUOTE RECEIPT.
Per NOAA Deviation 2025-02/03: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Contracting officers will not consider those representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
