Notice Type: Construction services under FAR Part 36 as a Simplified Acquisition under FAR Part 13. All responsible sources may submit an offer.

Description of Work: NIH requires a qualified contractor to assess, recommend, furnish, install, and warranty replacement pour-in-place soft-surfacing on the playground areas at the Early Childhood Development Center, Northwest Child Care Center (Building 23), 9000 Rockville Pike, Bethesda, MD 20892. Contractor provides all labor, materials, supervision, project management, and construction services per applicable codes and safety standards — site evaluation, product recommendations, furnishing materials, delivery/site prep/demolition/installation, waste disposal coordination with NIH DEP (dumpsters via PO), daily cleanup and cleanup before turnover, and warranty. Installed surfacing meets ASTM F1292, F1951, F2479 and ADA/ABA play-surface accessibility.

Specifications:

• Toddler Area: remove 367 SF existing PIP; furnish/install 367 SF new PIP at 2.25" depth; 5' critical fall height; 50% standard color / 50% black.
• Preschool Area: remove 3,811 SF existing PIP and turf; furnish/install 3,811 SF new PIP at 3.75" depth; 8' critical fall height; 50% standard color / 50% black.
• Dumpsters/disposal included; site security is Government responsibility outside working hours.

Site Visit: September 23, 2026, 11:00 AM–12:00 PM ET at Building 23. Encouraged, not mandatory; coordinate campus access in advance with the Requesting Office POC; no separate site-condition info provided to non-attendees.

Performance Requirements: Work during operating hours (6 AM–6 PM) with prior scheduling approval; coordinated with CO/PO. No partial payments; payment only after completion, inspection, and acceptance.

Place of Performance: NIH Building 23, 9000 Rockville Pike, Bethesda, MD 20892.

Period of Performance: Single mobilization; all work (submittal/approval, delivery, site prep, demolition, installation, cure, cleanup, turnover) complete no later than 90 calendar days ARO / NTP. Weather delays handled under the construction clauses.

Basis for Award: Best value / tradeoff. Government may award to other than lowest price if the premium is justified. Factors: (1) Technical Approach/Product; (2) Relevant Experience/Past Performance; (3) Price. Non-price factors combined are more important than price; as proposals equalize on non-price, price gains weight.

Wage Determination (Davis-Bacon): Subject to Davis-Bacon Act (FAR 22.4). General Decision MD20260120, Mod 2 (06/04/2026), Building, Montgomery County, MD — incorporated and attached. EO 13706 (paid sick leave) applies. Verify WD currency at sam.gov before award.

Bonding: Per FAR 28.102-1, by award value — over $150K: performance + payment bonds (52.228-15); $35K–$150K: CO-selected alternative payment protection. Offerors price bonding into their proposals.

Responsibility Determination: Government may verify personnel, equipment, experience, licensing, and resources before award.
