THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. The Naval Air Systems Command (NAVAIR), on behalf of the F/A-18 and EA-18G Program Office (PMA-265), is issuing this Sources Sought Notice as a market research tool to identify potential parties having an interest, knowledge and resources required to support manufacturing, assembly and installation of Engineering Change Proposal (ECP) 6315C3 A-Kits Navigation Warfare (NAVWAR) ECP 6315C3. The NAVWAR A-Kits support aircraft integration for both United States Navy (USN) and Royal Australian Air Force (RAAF) F/A-18 and EA-18G configurations.
This effort encompasses engineering and manufacturing tasks include, but are not limited to:
Manufacturing assembly planning and execution.
Structural sheet metal fabrication, machining, and finishing.
Electrical wiring harness and RF cabling assembly.
Evaluation of engineering design drawings to determine component and manufacturing requirements.
Procurement of all associated parts, specialty tooling, and raw materials.
Program reporting and quality control documentation.
The contractor shall be responsible for obtaining from The Boeing Company all aircraft data, manufacturing specifications, and proprietary specification data necessary to manufacture and install the A-Kits. The Boeing Company is the only known source that possesses requisite technical data, unique and specialized engineering capability, subject matter expertise, resources, tooling, facilities, and manufacturing processes used on the F/A-18 and EA-18G aircraft platforms.
DISCLAIMER: THIS SOURCES SOUGHT NOTICE ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL (RFP), BUT RATHER A REQUEST FOR INFORMATION (RFI) from industry that will allow the Government to identify interested sources capable of meeting the requirements. This RFI is issued solely for market research, planning and information purposes and is not to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited hereunder. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any monies expended by any interested parties in support of the effort mentioned above.
All data received in response to this RFI, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued. If a solicitation is released, it will be synopsized on the System for Award Management (SAM) website: www.sam.gov. It is the potential offeror’s responsibility to monitor this site for the release of any follow-on information.
Submission Instructions
Interested parties are requested to submit a capability statement of no more than five (5) pages in length, demonstrating their technical capability to manufacture, assemble, and deliver the specified NAVWAR A-Kits. To be considered a complete response, capability statements must include, at a minimum, the following information:
Company Profile
Company Name, Address, CAGE Code, Unique Entity ID (UEI), and direct Point of Contact (POC) information (Name, Title, Phone, and Email).
Technical Data Strategy
Clear, documented evidence of existing access in obtaining technical data, designs, and specifications for the F/A-18 and EA-18G aircraft.
Manufacturing Experience
A detailed description of Company's experience in procuring and qualifying obsolete electronic aviation components within military aerospace applications.
Quality Assurance & Certifications
A description of the company's quality management system, including relevant industry certifications and specialized process qualifications.
Commerciality and Lead Times
Information regarding available vendor commercial price lists for related items, current stock levels, and typical production lead times
Any other relevant information that demonstrates the company's ability to meet the Government's requirements.
Responses shall be submitted electronically to the designated Contract Specialist, Cassaundra Somerville, in Microsoft Word format or Portable Document Format (PDF) at the following email address: cassaundra.e.somerville.civ@us.navy.mil (or DOD Safe for larger files).
All responses, including capability statements, shall be submitted no later than 5:00 PM EST, 09 October 2026. All information submitted should be unclassified.
