SECTION A – Solicitation Executive Summary 1. The Government will procure the requirements utilizing the three-step procurement outlined below. Step One: A Pre-solicitation Notice will not be submitted separately, as this notice will be encompassed together with the Request for Quotation and released in SAM.gov. The website for SAM is https://www.sam.gov. This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR RFO 12.202, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; quotations are being requested, and a formal solicitation will NOT be issued. An annual synopsis for requirements falling under the scope of this Basic Ordering Agreement (BOA) will NOT be released in SAM.gov, despite any emergent requirements that may arise throughout the years. Attachment 0001 – Scope of Work Portfolio - Lumber BOA lists the lumber products to be ordered against this BOA, however, it is not limited to the list provided. Specific evaluation criteria for specific requirements shall be communicated with each BOA Delivery Order. The Offeror must demonstrate the capability to deliver, at a minimum, the specified lumber requirements to at least one (1) of the seven (7) military installations designated in this solicitation. Material MAY be inspected through the Government Quality Assurance (QA) Department. This will be determined at each Delivery Order level. The contractor MAY BE REQUIRED TO provide a Certificate of Conformance (COC) and Certified Test Report for all processes indicating contractor compliance with all associated tech data requirements. This will be determined at each Delivery Order level. The solicitation and incorporated provisions and clauses included in the resulting BOA master agreements are incorporated under Attachment 0002 and are in effect through Federal Acquisition Circular 2026-01 and made a part of each Government delivery order under the BOA. If any clauses are revised during the life of this BOA, the most recently dated version of the clause shall apply. The NAICS code for this procurement is 321113 (Sawmills). The small business standard for this NAICS is 550 employees. The Product Service Code is 5510 (Lumber). Step Two: The Basic Ordering Agreement Request for Quotation (BOA RFQ) will be released one time to allow interested contractors an opportunity to submit a quotation for evaluation to obtain an executed McAlester Army Ammunition Plant (MCAAP) BOA. The Government will execute no-cost BOAs to offerors whose quotations in response to those solicitations are found acceptable on the criteria stated in the RFQ. The BOAs will be valid for a period of up to five (5) years beginning from the effective date of the initial BOA execution. NOTE: This BOA RFQ will be the only opportunity contractors have to obtain an executed Lumber BOA award to propose on Delivery Order RFQs issued within the next five (5) years. BOA quotations will not be solicited, accepted, and will not be executed at any other time, even for those emergent requirements not specifically identified in the initial synopsis. Therefore, if a contractor desires to participate in ANY future Lumber delivery order that may arise within the next five (5) years, it is imperative that the contractor submit a quotation in response to this Rigging BOA RFQ. Step Three: The Procuring Contracting Officer (PCO) will issue competitive Delivery Order RFQs for specific requirements falling under the scope of the Lumber BOA. An offeror must be a qualified BOA holder as of the closing date of a delivery order solicitation. The Government will confirm that an offeror is a qualified BOA holder by checking the effective date of an offeror’s BOA. Delivery Order RFQs will result in a Requirement contract. Section C of this RFQ includes exceptions for requirements performed by Ability One or 8(a) contractors. 2. The following are the current known requirements: Lumber provided under multiple Basic Ordering Agreements (BOA) to the following seven (7), but not limited installations: Anniston Army Depot Blue Grass Army Depot (BGAD) Crane Army Ammunition Activity (CAAA) Letterkenny Munitions Command (LEMC) McAlester Army Ammunition Plant (MCAAP) Tooele Army Depot (TEAD) Joint Munitions Technology Center (JMTC) DELIVERY SCHEDULE The offeror must demonstrate capability to deliver ordered materials to the designated installation delivery point within 14 business days after receipt of standard Delivery Orders and seven (7) business days after receipt of emergency Delivery Orders. On time delivery is very critical; therefore, the offeror must adhere to the delivery requirements indicated in each Delivery Order. Failure to comply with the contractual delivery schedule after award may result in termination of the order or required to extend a delivery schedule if offerors encounter delays. The non-availability of raw materials, sub quoter issues, scheduling conflicts, etc. are not acceptable excuses for failing to meet the delivery schedules. Early delivery may be authorized but must be approved and coordinated in advance of due date with the contract specialist and contracting officer designated in each Delivery Order. If there is going to be a delay in delivery, the offeror is required to notify the contract specialist and contracting officer designated in the Delivery Order within 24 hours of knowledge of that delay. PAYMENT Delivery orders placed by Ordering Officers may be paid via the Government Credit Card, but it is not a requirement. 3. Offerors must demonstrate the technical capability to perform all five elements listed on the Technical Questionnaire Scenario. The technical capability may be achieved with or without subcontractors. In subsequent Step Three quotations (i.e. Delivery Order Quotations), Offerors are not required to propose those subcontractors used to establish technical capability in Step Two (i.e. BOA process); however, an offeror shall propose itself and any subcontractors necessary to meet the evaluation criteria and successfully perform the requirements of each Delivery Order. 4. The Government will execute no cost BOAs to offerors whose quotation in response to the solicitation, W519TC-27-Q-LUMB, are found to be compliant with the instructions specified at COMPLIANCE REQUIREMENTS in Section L of the RFQ and are found acceptable based on the criteria stated in Section M. The offerors’ attention is directed to Section L and the submission requirements stated therein. Failure to provide a quotation in compliance with the instructions specified at COMPLIANCE REQUIREMENTS in Section L of this RFQ shall render the offeror’s quotation non-compliant. The quotation will not be evaluated and will not be further considered for receipt of an executed BOA. Note: The Government reserves the right to waive the Compliance Review if it is in the Government’s best interest to do so. The Government will conduct technical evaluations of the offerors’ quotations by applying the evaluation factors and criteria detailed within Section M of the RFQ. The Government intends to execute BOA’s based upon the content of initial quotations and without negotiating with offerors after receipt of those initial quotations; as such, an offerors initial quotation should contain sufficient information to satisfy the technical requirements. The Government does reserve the right, however, to negotiate with offerors whose initial quotations are determined to be technically unacceptable if it is in the best interest of the Government to do so. If negotiations are determined to be in the Governments best interest, the Government will only negotiate with those offerors whose quotations do not contain significant informational deficiencies. The Government will not negotiate with offerors whose quotations are determined to contain significant informational deficiencies; those offerors will be precluded from receiving a BOA. Note: Offerors are reminded that this BOA process (both the evaluation of quotations and the placement of BOAs), is not a competitive acquisition process; as such, the source selection policies and procedures of FAR 15.2 do not apply. No pricing information is requested at this time as a BOA Master does not obligate funds. Upon each delivery order, the Contractor will be required to provide a price for delivery of the requested lumber. The Government is obligated only to the extent of delivery orders issued under the BOA. The execution of a BOA does not guarantee that the Government will place future contracts or orders with the offeror. There is no minimum purchase under this agreement. The Maximum Ceiling for this agreement is $99,000,000.00. The MCAAP Execution Business Rules are located in Section C of this solicitation. The MCAAP Execution Rules will apply to BOAs and Delivery Order competitions. SECTION B - CLINs CLIN 0001: Lumber CLIN added for administrative purposes only *See Attachment 0001 – Scope of Work Portfolio – Lumber BOA_25August2025, for more information. SECTION C – MCAAP Lumber Execution Business Rules 1. General A BOA is not a contract pursuant to FAR RFO 16.703. A Delivery Order issued pursuant to a BOA will become a binding contract at the time of the Government’s acceptance of a Delivery Order quotation and award of a Delivery Order. A BOA will be valid for up to five (5) years beginning from the effective date of the initial BOA execution. IAW DFARS 216.703(c), the period during which orders may be placed against a BOA may not exceed five (5) years. All orders under the BOA shall be continued until the performance is complete and the order is paid, even after the BOA expiration date. In accordance with FAR RFO 16.702-2(c), a BOA shall be reviewed annually before the anniversary of its effective date and revised as necessary to conform to the changing requirements of the FAR and other applicable statutes and regulations. BOAs shall be changed only by modifying the agreement itself and not by individual orders issued under it. Modifying a BOA shall not retroactively affect orders previously issued under it. The terms of the BOA may need to be revised before the annual review due to changes in mandatory requirements. Prior to the annual review and renewal, the PCO will notify the contractor in writing informing it of the review and confirming that the contractor wishes to have its BOA renewed. As BOAs are not contracts, either the Government or the contractor may elect not to renew the BOA at the annual review. The Government reserves the right to cancel the BOA if doing so is considered to be in the Government’s best interest. BOA RFQs will be released no more than once per year at the Government’s discretion to allow interested contractors an opportunity to submit a quotation for evaluation to obtain an executed MCAAP Lumber BOA. The Government will execute no-cost BOAs to offerors whose quotations in response to those solicitations are found acceptable based on the criteria stated in the RFQ. An annual synopsis for requirements falling under the scope of the MCAAP Lumber will be released in SAM.gov. The annual synopsis will cover requirements related to lumber. The Army will not conduct a separate BOA synopsis for any such emergent requirement prior to issuing the applicable competitive Step Three Delivery Order RFQ. Note: This RFQ will be the only opportunity contractors will have to obtain an executed MCAAP Lumber BOA in order to propose on lumber order RFQs issued within the year. BOA quotations will not be solicited, accepted, and will not be executed, at any time other than during the annual BOA RFQ, even for those emergent requirements not specifically identified in the annual synopsis. Therefore, if a contractor desires to participate in any future MCAAP Lumber task order that may arise within the year, it is imperative that the contractor submit a quotation in response to this BOA RFQ. Only Army Contracting Command – Rock Island (ACC-RI) is authorized to execute, modify, and undertake annual reviews of BOA awards resulting from this solicitation. With ACC-RIs approval, installations other than ACC-RI are authorized to execute delivery orders under the BOAs resulting from this solicitation. These installations include but are not limited to the following: Anniston Army Depot Blue Grass Army Depot Crane Army Ammunition Activity Letterkenny Munitions Command McAlester Army Ammunition Plant Tooele Army Depot Joint Munitions Technology Center The execution of a BOA does not guarantee that the Government will place future delivery orders with the offeror 2. Step Two Executed BOAs Step Two offerors are required to demonstrate the technical capability to perform all five elements of Lumber that are listed on the Technical Questionnaire Scenario. That technical capability may be achieved with or without subcontractors. No site visit will be required for the BOA or any Delivery Order. 3. Step Three Lumber Order Requests Delivery Orders will only be competed among contractors that received a BOA in Step Two. Each BOA holder will be provided with a fair opportunity to be considered for each requirement, and each offeror must be a qualified BOA holder as of the closing date of a delivery order RFQ. The Government will confirm that an offeror is a qualified BOA holder by checking the effective date of an offeror’s BOA. Requested delivery dates for delivery orders issued against the BOA will be established in each delivery order and are effective for up to five (5) years from the delivery order effective date. Offerors are NOT required to propose those subcontractors used to establish technical capability in Step Two (i.e., BOA process); however, offerors shall propose themselves and/or subcontractors that can meet the evaluation criteria and successfully perform the requirements of each delivery order. Specific evaluation criteria will be identified in the delivery order RFQ. Evaluation factors may include Technical, Past Performance, Cost/Price, and Small Business Participation. Delivery Order source selections may be executed based on the following: evaluation of price alone, lowest price, technically acceptable (LPTA), or best value tradeoff process. A Scope of Work specific to the delivery order requirement will be provided at each delivery order level. A delivery order issued against the BOA will be issued as a requirements contract. Award of individual BOA Delivery Orders will generally be based on lowest price and delivery. The supplies furnished under these BOAs are considered commercial supplies and adequate competition is anticipated; therefore, certified cost and pricing data is not required. The Government does, however, reserve the right to request other than certified cost or pricing data to assist with the determination of fair and reasonable pricing of each individual order. Pricing information will only be required at the delivery order level. The contract type for delivery orders will be Firm-Fixed Price. The contractor shall adhere to the prices proposed and agreed to in each individual delivery order issued against the BOA. The contractor is not authorized to begin work on an order issued against the BOA until prices have been established. If the Contracting Officer requires work to begin prior to establishment of pricing, failure to reach agreement on price may be disputed under the Disputes clause FAR 52.233-1. The Contracting Officer may also consider the following: Each offeror’s record of past performance of earlier orders under the BOA, including quality and the ability to meet performance schedules set forth in the applicable BOA order. The Government will continue to monitor all quoters performance after establishment of this BOA. Quoters will have the ability to comment on any adverse past performance to which the quoter has not yet had the opportunity to respond. Each offeror’s current and outstanding individual BOA Delivery Order capacity. Any other factors to be indicated in the specific RFQ for a BOA Delivery Order. Offerors will certify business size standards at the delivery order level. The following sections submitted by the offeror with its BOA quotation will be carried forward and incorporated by reference into subsequent Step Three Delivery Order contracts unless specifically noted otherwise in a particular Delivery Order RFQ: Technical Questionnaire Scenario Failure to comply with any term of the delivery order, to include meeting small business subcontracting goals, may result in negative past performance, which could negatively impact an offeror’s ability to be successful in future delivery order competitions. The contractor may be required to enter into an Associate Contractor Agreement (ACA) with another contractor as part of delivery order performance. Responsibility determinations will be made at Step Three. An otherwise successful offeror may not be eligible for award if it cannot be determined responsible for any of the reasons in FAR FRO 9.104. 4. Ability One Program Contracts and/or 8(a) Contracts Notwithstanding the inclusion of FAR 52.216-21 in future delivery orders, any maintenance, supply and transportation tasks currently being performed by an Ability One contractor or an 8(a) contractor at task order locations or subsequently determined appropriate for performance by an AbilityOne contractor or an 8(a) contractor, will not be included within the scope of the MCAAP Lumber requirements delivery orders. It should be noted; however, some delivery orders might be issued as an 8(a) set-aside; therefore 8(a) will be included in those task orders. Past Performance and Cost/ Price evaluations will not be performed at the BOA level. The Government intends to execute BOAs based upon the content of initial quotations and without negotiating with offerors after receiving those initial quotations; as such, an offeror’s initial quotation should contain sufficient information to satisfy the technical requirements. Offerors are cautioned to examine this solicitation in its entirety to ensure that its quotation contains all necessary information, provides all required documentation, and is complete in all respects. The Government is not obligated to make another request for the required information, nor does the Government assume the duty to search for data or to cure problems it finds in quotations. The Government will not negotiate with offerors whose quotations are determined to contain significant informational deficiencies; those offerors will be precluded from receiving a BOA and will be notified in writing. The Offeror must demonstrate the capability to deliver, at a minimum, the specified lumber requirements to at least one (1) of the seven (7) military installations designated in this solicitation. Failure to propose acceptable lumber delivery capabilities for at least one (1) of the seven (7) designated installations will render the offeror’s quotation technically unacceptable and the quotation will not be considered for BOA award. Offerors are encouraged to propose delivery capabilities for multiple installations, provided they can satisfy the individual performance requirements for each proposed location. Failure to provide the attachments, with a heavy emphasis on Attachment 0003 Technical Questionnaire Scenario in the Government-provided format will render the offeror's quotation non-compliant, and it will not be further evaluated nor considered for award of an executed BOA. The offeror shall provide the Technical Questionnaire Scenario specific to the Lumber effort that identifies the offerors’ core competencies, demonstrates how those cited core competencies relate to the lumber effort and the ability to create and deliver a dynamic organization fully capable of supporting the Government’s requirements by applying those core competencies. To demonstrate its technical capability, as related to the lumber effort, the offeror must specifically address the following five elements: Technical Capability & Sourcing Quality Assurance & Standards Compliance Project Team & Contract Management Logistics, Delivery & Capacity Environmental & Treatment Standards Technical Capability & Sourcing: The offeror must provide a detailed description of the company’s capability & sourcing network to supply a comprehensive range of lumber products, as a measure of the likelihood to ensure proper execution. Capability & Sourcing information shall be provided in addition to Attachment 0006. Any additional documentation, if submitted, will not be evaluated by the Government. Offerors shall identify no less than one (1), and no more than three (3), recent and relevant contracts. At least one of the contract references submitted must have been performed by the offeror. If the offeror is relying upon a reference for its parent or an affiliate company to satisfy this requirement, in accordance with L and M, the offeror must explain how the resources of the parent or affiliate company will be utilized in performance of the proposed effort. If an offeror identifies experience of another company/legal entity with a CAGE code different than its own (whether it be a parent company, an affiliate, or a company being proposed as a subcontractor), the offeror shall provide certification that it has permission from an authorized agent of that other company to submit the contract reference information as part of the offerors Technical Questionnaire Scenario. Recent is defined as a measure of time that has elapsed since the contract reference occurred. Recent is generally expressed as a time during which contract references are considered relevant. For the purpose of this requirement, recent is any contract under which any performance, delivery, or corrective action has occurred within the following time standards: three (3) years prior to this RFQ closing date, regardless of the award date. Relevant is defined as similar in scope and complexity to this effort, which are defined as follows: Scope: The type of requirements/tasks performed under the contract. Complexity: Two or more simultaneous sourcing network efforts being supplied to a comprehensive range of lumber product (e.g., dimensional lumber, plywood, pressure-treated lumber, timbers). If the offeror is citing the core competencies and previous experience of a parent or affiliate company as part of the identification of its own core competencies and previous experience, the offeror shall explain how the resources of the parent or affiliate company will be utilized in performance of the proposed effort. Quality Assurance & Standards Compliance: The offeror must describe their quality control processes to ensure all delivered lumber complies with applicable industry grading standards (e.g., ALSC, SPIB, WCLIB, APA) and moisture content specifications. This shall include procedures for handling non-conforming or damaged materials. Project Team & Contract Management : The offeror must describe in detail the team’s organizational structure and experience in managing bulk material supply contracts or Basic Ordering Agreements. A detailed qualifications of key personnel responsible for order processing, customer service, and quality inspection shall be included. Logistics, Delivery & Capacity: The offeror must describe in detail their logistical approach to fulfilling individual Delivery Orders, including their transportation network, material handling/ loading equipment, packaging methods to protect lumber from environmental damage during transit, and their plan to meet expedited or short-notice delivery timelines. In addition, a description of the company’s ability to handle sudden surges in order volume, concurrent Delivery Orders, or large-scale emergency requests without causing delays to standard delivery schedules shall be included. Environmental & Treatment Standards: The offeror must describe in detail the process for ensuring that preservative – treated wood (e.g., pressure-treated lumber for outdoor use) complies with American Wood Protection Association (AWPA) standards and environmental safety regulations. Detailed Safety Data Sheet (SDS) delivery procedures shall be included. SECTION M - EVALUATION FACTORS FOR AWARD 1. EVALUATION METHODOLOGY & BASIS FOR EXECUTION OF A BOA The Government will execute a BOA to any offeror whose quotation complies with the RFQ requirements and is determined to be Technically Acceptable. Compliance Review: The Government will compare the offeror's quotation to Section L (8) to perform a compliance review. Any offeror's quotation determined non-compliant per the terms noted in Section L (8) will not be evaluated and will not be further considered for execution of a BOA. Only offerors whose quotations are determined to be compliant will move to the Technical Factor evaluation process. The Government reserves the right to waive the Compliance Review if it is in the Government's best interest. Technical Factor Evaluation: The Technical Factor will be evaluated only on quotations that pass Compliance review. Evaluation of the Technical Factor consists of an evaluation of the offeror's proposed Technical Questionnaire Scenario and its responses to the five criteria: Technical Capability & Sourcing, Quality Assurance & Standards Compliance, Project Team & Contract Management, Logistics Delivery & Capacity, and Environmental & Treatment Standards. In addition, the Government will evaluate Technical Capability & Sourcing based on how well the quotation demonstrates a clear understanding of the requirements and deliverables, and on the Offerors expressed ability to successfully perform. If the Quotation sufficiently addresses the applicable five (5) critical questions and demonstrates a clear understanding and ability to fulfill the requirement, then the Government will accept without further explanation that the contractor can provide some if not all SOW requirements. The Quoter may discuss non-critical requirements. However, if the Quoter provides statements which cause the Government to question their ability to provide those non-critical requirements, such statements will be evaluated accordingly. Technical will be rated using the following standards: Technical Rating Evaluation Criteria Outstanding Quotation indicates an exceptional approach and understanding of the requirements and contains multiple strengths. The established team has an extensive background in bulk lumber supply and distribution, including comprehensive mill sourcing networks, advanced operational capabilities in automated lumber sorting, grading, and precision cutting, industry grading standards (e.g., ALSC, SPIB, WCLIB, APA), moisture control, and AWPA preservative-treatment compliance. The quotation includes detailed previous project experience relevant to the major contract requirements and a well-thought-out technical approach for each project phase. Good Quotation meets requirements and indicates a thorough level of expertise and understanding. The established team has a background in bulk lumber supply and distribution and previous experience in the major contract requirements, including demonstrated capabilities in automated lumber sorting, grading, and cutting, industry grading standards, and AWPA treatment compliance. The quotation includes a solid technical approach. Strengths outweigh any weaknesses, and the risk of unsuccessful performance is low. Acceptable Quotation meets requirements and indicates an adequate level of expertise and understanding. The established team has an extensive background in general building material supply and the major contract requirements, including safety compliance, although with little to no specific capabilities in automated lumber sorting, grading, and cutting, advanced sourcing, or specialized treatments. The proposed technical approach is adequately addressed but not specific. Strengths and weaknesses are offsetting, and the risk of unsuccessful performance is moderate. Marginal Quotation does not demonstrate an adequate approach or understanding of the requirements. The established team has a very limited background in bulk lumber supply, minimal capabilities in automated lumber sorting, grading, and cutting, and the major contract requirements. The proposed technical approach is flawed or too vague for the Government to determine acceptability. The risk of unsuccessful performance is high.
