SSS Moodle Learning Management System (LMS) Modernization

ATTENTION ALL INTERESTED VENDORS: - NOTE FOR PRICING  TO ACCOMPANY AMENDMENT 2, Dated 11Aug2026 

The Government clarifies that, at this time, the Contractor is responsible for providing and managing the required FedRAMP Moderate-authorized cloud hosting environment and shall include all associated hosting costs in its proposed price.

Accordingly, Response 29 in the Q&A is hereby clarified. The reference to the Government furnishing the host environment was not intended to supersede the requirement for the Contractor to provide and manage the hosting environment under the current contract.

The Government may, at its discretion and based on future Government infrastructure and hosting capabilities, elect to assume responsibility for hosting at a later date. Such a transition, if pursued, would be addressed by the Government through the appropriate contractual mechanism and is not a basis for offerors to exclude current hosting requirements or associated costs from their proposed prices.

Accordingly, offerors shall price the requirement based on the current requirement for Contractor-provided and Contractor-managed hosting..

AMENDMENT 0002 is being posted to make a revision and addition to the pricing sheet at Attachment 3 and add the FAR Provision/Clause in full text 52.204-24 which vendors should fill out  as noted in the solicitation and submit with their final quote submissions.  Further details are provided in the body of Amendment 0002 which is provided herein.  A conformed copy is also provided with this Amendment for continuity.  

AMENDMENT 0001 is being posted to address Vendor questions with Government responses concerning this requirement.

Vendors are encouraged to review the Q&A in its entirety prior to submitting their narratives and quotes.  

The Selective Service System (SSS) requires a coordinated effort to modernize its Learning Management System (LMS) using Moodle.  

This agency is posting a requirement to address that effort.  

Interested and capable vendors are encouraged to review the RFQ and attachments in their entirety for this business opportunity.
