FCC Yazoo City FY 27 Grease Trap Maintenance and Cleaning

Federal Correctional Complex (FCC) Yazoo is requesting bids for professional grease trap maintenance and cleaning services on a quarterly basis for Fiscal Year 2027. Service for the first quarter is estimated to begin between October – December 2026. This procurement is 100% Set-Aside for Small Business. Only eligible small business concerns will be considered for award.

Work & Schedule
The selected contractor will perform thorough assessments, efficient waste removal, and proactive maintenance across 4 separate locations within the complex.
Service Frequency: All maintenance and cleaning services will be conducted quarterly according to the following schedule breakdown:

• Quarter 1: October – December 2026
• Quarter 2: January – March 2027 
• Quarter 3: April – June 2027
• Quarter 4: June – September 2027

Scheduling Coordination: The Food Service department will call the contractor directly to schedule each of the quarterly cleanings throughout the fiscal year. Cleaning Operations: Requires scraping the walls and baffles of each grease trap to entirely remove
adhered grease buildup.

To qualify for performance, the contractor must meet the following criteria:

• Licensing: The prime contractor must be fully licensed and permitted by the State of Mississippi.
• Subcontractor Certification Clause: Any subcontractor performing work under this contract must also be certified in the State of Mississippi. The prime contractor must submit valid copies of all subcontractor certifications and licenses alongside their final proposal package. Failure to provide verification for all proposed personnel will result in bid disqualification.

Security: All personnel (including subcontractors) must successfully pass and complete security clearances prior to performing any on-site work.
Disposal: All collected grease must be disposed of in strict compliance with local regulations. The contractor is required to provide official evidence of proper waste disposal in accordance with all current Federal, State, and local solid waste codes, laws, and requirements.

Evaluation Criteria

• Past Performance Evaluation: Past performance will be used as a key factor in evaluating proposals. The government will review relevant historical performance data to determine the bidder's capability and reliability.
• Neutral Rating Provision: In accordance with FAR 15.305(a)(2)(iv), if a bidder does not have a record of relevant past performance or if past performance information is not available, the bidder will not be evaluated favorably or unfavorably on this factor. Instead, they will receive a neutral rating.

Site Visit Instructions

• Voluntary Pre-Bid Site Visit: A scheduled site visit is available for proposal purposes only and is entirely voluntary. Attendance will be accommodated strictly at the contractor’s own expense.
• Date & Location: The site visit will be held at FCC Yazoo City, located at 2225 Haley Barbour Pkwy, Yazoo City, MS 39194 on October 6, 2026, at 10:00 AM CST.
• Registration Deadline: Bidders must submit their intent to attend along with a completed National Crime Information Center (NCIC) Authorization form by October 1, 2026, at 12:00 PM (Noon).
• Action Required: Email B. Wiles at bhwiles@bop.gov to submit the background check paperwork or to request a blank copy of the NCIC form.

Entry Requirements: To gain entry to the complex, attendees must successfully clear the NCIC background check ahead of time and present a valid state-issued ID upon arrival.

• Format & Tracking: When submitting proposals via email, contractors must include Notice ID 09242026 in the subject line of the email to ensure accurate routing and tracking.
• Closing Deadline: Quotes must be received no later than October 15, 2026, at 12:00 PM (Noon) CST.
• All bids/quotes/proposals should be on the bidder's own form with company information as well as your Unique Entity ID (UEI).
