This amendment is issued to formally publish the Government's responses to questions received during the restricted Q&A period and to issue an updated solicitation attachments.

1. Government Q&A Responses:  Official responses to the questions submitted have been published. See the attached Government Q&A Responses for details.

2. Updated Attachment:  Attachment 1.3- Sample Task Order (TO), & Attachment 3- Cross Reference Matrix has been revised to reflect changes stemming from the Q&A process. Offerors must utilize this updated version when compiling their proposal submissions.

• Proposal Due Date: The proposal closing date is hereby extended from 08/17/2026 to 08/31/2026.

• Required Action: Offerors must acknowledge receipt of both Amendment 0001 and Amendment 0002 by signing the amended SF-1449 forms and returning them with their final proposal package.

This amendment extends the solicitation closing date to 08/28/2026, adds two new subfactors to the Entry Gate, updates CLIN 0002, and resolves administrative discrepancies. A restricted Q&A period is open until Thursday specifically for these new changes.

Description of Changes

The purpose of this amendment is to incorporate the following updates to the solicitation package:

1. Evaluation Factor Additions: Factor 0 (Entry Gate) is updated to add Subfactor 0D (Facility Size Experience) and Subfactor 0E (Facility Clearance Level).
2. CLIN Updates: CLIN 0002 is updated to include Defense Supply Center Columbus, OH (DSCC).
3. Closing Date Extension: The solicitation closing date is officially updated to 08/28/2026. All internal "TBD" references have been updated to match this closing date.
4. Administrative Corrections: Updates have been made to resolve discrepancies among evaluation factor titles, attachment names, internal references, and to clarify the required documents for submission.

Restricted Q&A Instructions

The Government is opening a restricted inquiry period for this amendment.

Scope: Questions will be accepted ONLY regarding the newly added Subfactors (0D & 0E) and the updated CLIN 0002. No other questions regarding the baseline solicitation will be entertained at this time.

Deadline: All inquiries must be submitted no later than Thursday August 6, 2026 at 3pm EST.

Forthcoming Q&A Notice:
A subsequent SAM.gov notice will be posted containing the Government's official responses to all allowable questions submitted. Depending on the release date of those responses, the solicitation closing date may be further extended to allow offerors adequate time to adjust their proposals.

All other terms and conditions remain unchanged.

Offerors must acknowledge receipt of this amendment by signing the amended SF-1449 and returning it with their final proposal submission. Ensure you are utilizing the updated attachments provided with this amendment when compiling your proposal.
