(i) Geometry Optimization and Sensing with Integration and Flight (GOSWIFT) Combined Synopsis/Solicitation
This notice is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued.
This notice is being issued as a Request for Quotations (RFQ) under solicitation number 80AFRC26Q0006 for Geometry Optimization and Sensing with Integration and Flight Test (GOSWIFT).
This acquisition is a 100% Small Business set-aside requirement. The NAICS code and size standard are 336413 and 1,250 employees, respectively. The offeror shall state in their offer their size status for this acquisition.

(iii) Description of Requirements:
The objective of the Geometry Optimization and Sensing with Integration and Flight (GOSWIFT) effort is to design, manufacture, and deliver an aerodynamic test pod that maintains the Outer Mold Line (OML) of a standard centerline 610-gallon external fuel tank used on an F-15D aircraft. The pod will support aerodynamic and flight test activities while providing internal volume for instrumentation and test equipment. The intent of the effort is for the pod to conform to the design provided by NASA and for industry to collaborate with the program engineering team to ensure the NASA produced design, which meets structural, aerodynamic, and integration requirements, remains manufacturable within schedule constraints
(iv) Delivery Date and Location:
The period of performance will begin upon contract award and is expected to span 14 months. Upon completion of all required work, the test pod and ground handling cart shall be shipped to NASA Armstrong Flight Research Center in Edwards, CA after fabrication and assembly checks have been successfully completed.

Addendum To 52.212-1—INSTRUCTIONS TO OFFERORS – COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
General Instructions
Offerors must follow the instructions contained herein. Failure to meet any of the solicitation requirements may result in an offer being ineligible for award. Should an offeror take exception to any solicitation requirement, the exception must be clearly identified, and complete accompanying rationale must be provided. Non-conformance with these instructions may result in an unfavorable proposal evaluation.
The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The offer should not simply rephrase or restate the Government’s requirements but rather shall provide convincing rationale to address how the offeror’s experience matches the requirements of the Statement of Work (SOW). Offerors shall assume that the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the offeror’s quote.
Cross-Referencing: Each volume shall be written on a stand-alone basis so that its contents may be evaluated without cross-referencing other volumes of the offer. Cross-referencing within a volume is permitted.
Offerors are cautioned that “parroting” of the technical requirements or the SOW with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each offer. Proprietary information shall be clearly marked.
All information shall be confined to the appropriate file/volume. The offeror shall confine submissions to essential matters, sufficient to define the offer in a concise manner, to permit a complete and accurate evaluation of each quote. Each file of the offer shall consist of a table of contents and narrative discussion. The table of contents is not included in the page count.
The Government reserves the right to cancel this solicitation at any time prior to award. Such cancellation may occur when it is determined to be in the best interest of the Government, including but not limited to situations involving changes in agency requirements, funding constraints, administrative considerations, or other circumstances that render continuation of the solicitation inappropriate. The Government shall not be liable for any costs incurred by offerors as a result of the cancellation.

Oral questions will not be answered. If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the contractor shall immediately notify the Contracting Officer in writing with supporting rationale as well as the remedies the offeror is asking the Government to consider as related to the omission or error.
The Government intends to evaluate quotes and award a contract without discussions or negotiations with offerors. Therefore, the offeror's initial quote should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions or negotiations if the Contracting Officer later determines them to be necessary.
Proposal Format and Contents
The offeror’s quote shall consist of three (3) volumes. Each volume shall be a separate electronic file. The volumes are identified as:
Volume I – Technical Approach – 25 pages maximum, Times New Roman font, 12 pt size, single-spaced, one-inch margins including figures, photos, diagrams, etc. Cover page and table of contents page are excluded from the page count.
The offeror shall provide a written technical approach which describes existing capability to meet the various tasks requirements identified in the SOW (Attachment 1). The technical approach should be specific, detailed, and complete so as to clearly and fully address the offeror’s ability to meet the requirements as it relates to the work delineated in Attachment 1. The offeror’s technical approach must also present sufficient information to reflect a thorough understanding of the SOW requirements and acceptable methods for ensuring the quality of deliverables with minimal risk to the Government. Lack of specificity or a general offer to perform the SOW may result in an unacceptable offer.
Volume II – Past Performance – 10 pages maximum, Times New Roman font, 12 pt size, single-spaced, one-inch margins including figures, photos, diagrams, etc.
Past performance refers to the offeror’s, including major subcontractors and/or team members, demonstrated record of quality work and contract compliance in supplying services. The offeror’s record of services provided shall reflect relevant information including both quantitative and qualitative aspects of each offeror's record of performing services or delivering products similar in size, content, and complexity of the GOSWIFT requirements of the SOW and solicitation. A major subcontractor is defined in this area as performing more than 30% of the labor effort for this requirement.
Relevant Experience
The Government is seeking to determine whether the offeror has relevant experience that will ensure its successful performance of the GOSWIFT SOW and solicitation requirements. The offeror’s quote shall include an itemized list and summary of up to five (5) current or previous contracts performed within the past five (5) years that involved the same or similar tasks as those described in the GOSWIFT Statement of Work (SOW) and solicitation requirements. The summary should detail how the current or past contract task requirements relate in relevancy and similarity to each task required by the GOSWIFT SOW and solicitation. This information should focus on work performed, progress, and projects of the same or similar size, content, and complexity as this SOW and solicitation requirement.
Work Quality
This information should focus on quality of work performed and progress on past projects as related to this SOW and solicitation requirement. The offeror should provide information on problems encountered during the performance of previous contracts, identification and explanation of any completion delays and/or terminations, and the offeror’s corrective actions. The offeror should also provide any awards or quality demonstrators of performance achieved during performance of previous contracts.
Past Performance information may be obtained from the Governmentwide Contract Performance Assessment Reporting System (CPARS) and any other reasonable basis. Offerors shall provide the CAGE Code and Unique Entity Identifier of the offeror that will be identified on the potential contract.
NASA has provided a “Past Performance Questionnaire” (Attachment 2) that offerors shall submit to the cited client points of contact [POC(s)] for completion. Offerors shall submit the questionnaire to the POC(s) via email and include the NASA POCs cited in the solicitation.
The completed questionnaire must be returned directly via email to Jenni Schnarr at jennifer.schnarr@nasa.gov and Tanjanica Jackson at tanjanica.s.jackson@nasa.gov. The completed questionnaire must come from the client and be submitted no later than 5:00PM Pacific Daylight Time on June 2, 2026. The offeror is responsible for ensuring timely submission.
Volume III – Pricing – No page limit.
Offerors shall propose pricing based on the requirements of the Geometry Optimization and Sensing with Integration and Flight SOW (Attachment 1) and this solicitation. The offeror’s proposal is presumed to represent the offeror’s best efforts to respond to the solicitation. Offerors that do not propose pricing in accordance with the solicitation guidance may be considered unacceptable and thus precluded from receiving an award.
Price information shall be submitted as necessary to provide a meaningful basis for Government’s analysis and evaluation of price for the items set forth in this solicitation. Offerors are required to propose schedule and pricing in relation to the firm-fixed-price (FFP) portions (CLINs 0001 and 0003) of this requirement in accordance with the below chart. There are no page limitations for this section.

Electronic Submission of Quotes
(a) The offeror shall submit its quote via email to tanjanica.s.jackson@nasa.gov and jennifer.schnarr@nasa.gov. Electronic submissions shall not contain hidden formulas, tables, be locked, be password protected, or contain links to data not included in the electronic copy. All electronic submissions should be searchable and should not contain scanned documents, except those documents that must be provided in their native format (e.g., signature pages, as applicable). Files with signatures shall be in read-only format, using .pdf files. All other files, except price breakdown information, may be submitted in their native format or converted to .pdf files. Zip disks are not permitted. All price breakdown information to aid in the price evaluation shall be submitted in Microsoft Office Excel Read/Write format and viewable in Microsoft 365. Self-extracting .exe files are not acceptable. The offeror shall ensure documents are free from viruses and malware, as documents determined by NASA to contain a virus or malware will not be opened or evaluated. Subcontractors may submit their required offer information separately using the instructions in this provision. The offeror shall ensure subcontractor submissions are made no later than the date and time specified for proposal submission and comply with all solicitation instructions.
(b) Offerors are encouraged to include all individual quote files within a single .zip file. Electronic file names shall be limited to letters, numbers, dashes, and single spaces, except for the period that is required before the file extension (e.g., .zip, .pdf), in order to successfully upload and download files. The offeror shall not use special characters “/” or “\” in file names. The offeror shall sequentially number each file and clearly label the contents of the file and include the name of the offeror and subcontractor name (if applicable) in the individual file name. Submitted files shall not include password protection. Unless specifically authorized by the solicitation instructions, alternate submissions shall not be submitted.
(c) The offeror is responsible for ensuring its quote reaches the Government office designated in the solicitation by the date and time specified in the solicitation. The Government is not responsible for any failure attributable to the transmission or receipt of documents. The electronic submission of the quote shall contain all information required by the solicitation to be determined responsive. Offers shall reference the solicitation number.
(d) The offeror agrees to hold the prices in its quote firm for 150 calendar days from the date specified for receipt of offers unless another time-period is specified in an addendum to the solicitation.

Basis for Contract Award
The Government will award one purchase order resulting from this RFQ using the price performance trade-off (PPTO) process. The following factors shall be used to evaluate offers:
The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
An initial review of offers will be conducted to determine acceptability. The Contracting Officer shall not complete the initial evaluation of any offer when it is determined that the quote is unacceptable because: (1) It does not represent a reasonable initial effort to address the essential requirements of the RFQ or clearly demonstrates that the offeror does not understand the requirements; or (2) It contains major deficiencies or omissions or out-of-line costs which discussions or negotiations with the offeror could not reasonably be expected to cure. The Contracting Officer shall document the rationale for discontinuing the initial evaluation of a quote in accordance with this section. All unacceptable offers will be eliminated from further evaluation.
Evaluation Procedures and Factors for Award
Technical Factor
The remaining offers will be evaluated against the Technical Acceptability Factor. The Government shall evaluate Volume I - Technical Approach on a pass/fail basis, assigning a rating of Acceptable or Unacceptable using the descriptions in the below table “Technically Acceptable/Unacceptable Ratings”. The offeror’s technical volume shall be evaluated to determine if the offeror’s technical approach along with existing capability meets or exceeds the various requirements identified within the SOW and the solicitation.

All technically acceptable offers shall be treated equally except for their past performance and price. Failure to meet a requirement may result in an offer being determined technically unacceptable.
The Contracting Officer may send relevant requests for clarification, in writing, to the offeror. The CO may also request clarification of information contained in the offer or any other aspect of the quote. All clarification requests will require a written response from the offeror within the time frame established by the CO. Responses to clarification question will not be considered discussions or negotiations.
Past Performance Factor
The past performance evaluation is an assessment of the Government’s confidence in the offeror’s ability to perform the solicitation requirements. This factor indicates the relevant quantitative and qualitative aspects of each offeror's record of performing services or delivering products similar in size, content, and complexity as the requirements of the SOW and solicitation. The past performance evaluation shall be in accordance with FAR 15.202(c) and this section.
There are two aspects to the past performance evaluation. The first is to evaluate the relevancy of the offeror’s current or past contracts. Relevant performance includes performance of requirements similar or greater in size, content, and complexity of the effort described in the SOW and solicitation. The Government will review the offeror’s Past Performance and make an overall determination of the relevancy of the current or past contracts performance to the requirements of the SOW and solicitation. A Past Performance Relevancy Rating will be assigned based on the following ratings and definitions:

The second aspect of the past performance evaluation is to determine how well the offeror performed on current and previous contracts. Offerors are to note that in conducting the past performance assessment, the Government reserves the right to use both data provided by the offeror and data obtained by the Government from other sources. The Government will review the offeror’s quality of past performance and assign a Quality Assessment Rating based on the following ratings and definitions:

Contractor's performance is failing (or failed) to meet most contractual requirements. The contractual performance of the requirements contains a serious problem(s) for which the contractor’s corrective actions appear or were ineffective. Extensive customer oversight and involvement was required.
Neutral
Contractor performance was not observed or not applicable to the current effort being reported against.
The purpose of the past performance evaluation is to allow the Government to assess the offeror’s ability to perform the effort described in this solicitation, based on the offeror’s demonstrated present and past performance. The assessment process of the two aspects of past performance will result in an overall performance confidence assessment.
Past performance regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement will not be rated as highly as past performance information for the principal offeror.

Based on the offeror’s performance record, there is a high level of confidence that the offeror will successfully perform the required effort.
Moderate Level of Confidence
The offeror’s relevant past performance is pertinent to this acquisition, and it demonstrates effective performance. Performance was fully responsive to contract requirements; there may have been reportable problems, but with little identifiable effect on overall performance. Based on the offeror’s performance record, there is a moderate level of confidence that the offeror will successfully perform the required effort.
Low Level of Confidence
The offeror’s relevant past performance is at least somewhat pertinent to this acquisition, and it meets or slightly exceeds minimum acceptable standards. Offeror achieved adequate results; there may have been reportable problems with identifiable, but not substantial, effects on overall performance. Based on the offeror’s performance record, there is a low level of confidence that the offeror will successfully perform the required effort. Changes to the offeror’s existing processes may be necessary in order to achieve contract requirements.

The offeror’s relevant past performance does not meet minimum acceptable standards in one or more areas; remedial action was required in one or more areas. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.
Price Factor
The Government will evaluate the total proposed price in accordance with the SOW. Total price evaluation will be determined by adding the total amount for CLINs 0001 and 0003. Failure to propose pricing for each of these individual line items may result in a quote being excluded from further consideration. CLIN 0002 Over and Above will not be evaluated as part of the total price for selection purposes. Potential costs identified with CLIN 0002 will be evaluated as fair and reasonable on a case-by-case basis. Offerors that do not propose pricing in accordance with the solicitation guidance may be considered unacceptable and thus precluded from receiving an award.
BASIS OF AWARD
The Government may award a purchase order resulting from this solicitation to the responsible offeror using the best value continuum Price Performance Trade-Off where all evaluation factors other than price, when combined, are significantly more important than price.
