SECTION 1: INTRODUCTION & DISCLAIMER
1.1 Executive Summary:
The U.S. Army Contracting Command – Redstone Arsenal (ACC-RSA), in support of the Joint Munitions Command (JMC) and Letterkenny Munitions Center (LEMC), is issuing this Sources Sought Notice as a means of conducting market research pursuant to Revolutionary FAR Overhaul (RFO) FAR Part 10, RFO DFARS Part 210, RFO DFARS 206.104-71(a)(2), and RFO DFARS PGI 206.103-170(d). The purpose of this notice is to identify potential industry sources possessing the interest, technical capability, quality control accreditations, and manufacturing/distribution resources necessary to supply specialized military-grade Sealing Compounds (Part Numbers PR 1664D, PR-2414, and PR-2414T).
1.2 Procurement Strategy & Set-Aside Intent:
The results of this market research will contribute to determining the overall acquisition strategy, including whether the requirement will be set aside for Small Business concerns (e.g., SBSA, 8(a), SDVOSB, WOSB, HUBZone) or solicited under full and open competition. The Government anticipates awarding a single Firm-Fixed-Price (FFP) contract covering a 5-Year Contract Duration.

SECTION 2: PROGRAM BACKGROUND & MISSION REQUIREMENT
2.1 Requiring Activity:
Letterkenny Munitions Center (LEMC), located at Letterkenny Army Depot in Chambersburg, Pennsylvania, operates under the Joint Munitions Command (JMC) and maintains, modifies, stores, and issues ammunition for the Department of War and Allied Forces.
2.2 Mission Context:
LEMC requires a recurring supply of qualified military-specification sealing compounds, radar-absorbent material (RAM) coatings, and repair kits to support assembly, maintenance, and fleet preservation of components and hardware.
2.3 OEM & Technical Data Package Context:
The baseline technical requirements and engineering drawings for these specific formulations are currently held under PPG Aerospace specifications (PPG Aerospace, 24811 Avenue Rockefeller, Valencia, CA 91355-3468; CAGE: 83574; UEI: W1GKQHLS97Y1). The Government does not currently own complete competitive engineering technical data packages (TDP) for independent manufacturing. Consequently, any alternative source must demonstrate exact fit, form, function, and technical equivalency to the OEM specifications without compromising integrity.

SECTION 3: TECHNICAL REQUIREMENTS & ITEM SPECIFICATIONS
3.1 Item Descriptions and Quantities:
The contractor shall deliver sealing compound kits conforming strictly to the part numbers and packaging configurations listed below. No variations or revisions in chemical formulation or kit configuration will be accepted.

SECTION 4: PACKAGING, QUALITY ASSURANCE, AND DELIVERY
4.1 Packaging and Preservation:
The contractor shall utilize standard commercial preservation and packaging methods appropriate for chemical sealing compounds and multi-part resin kits to ensure protection against thermal degradation, moisture ingress, contamination, and physical damage during transit.
4.2 Certificates of Conformance & Quality:
Every shipment delivered to the Government must be accompanied by standard manufacturer Certificates of Analysis (COA) / Certificates of Conformance (COC) confirming shelf-life expiration dates, batch numbers, mix ratios, and adherence to military material specifications.
4.3 Delivery Location & Schedule:
• FOB Destination: Letterkenny Munitions Center, Building 3315, Chambersburg, PA 17201.
• Receiving Hours: Deliveries shall occur between 0700 and 1500 EST, Monday through Thursday (excluding official Federal Holidays).
4.4 Safety & Depot Security Compliance:
The contractor and its transport carriers shall comply with Letterkenny Army Depot Safety, Security, and Fire Prevention Requirements (LEAD P 385-4) when entering the installation.

SECTION 5: CAPABILITY STATEMENT SUBMISSION INSTRUCTIONS
Interested businesses believing they possess the capability to fulfill this requirement are invited to submit a comprehensive Capability Statement Package. Submissions must not exceed 10 pages (standard 8.5 x 11 inch layout, Arial font, 12pt minimum text, 10pt minimum for embedded tables) and must address the following elements:
1. Company Profile & Identifiers: Business name, street address, primary Point of Contact (name, title, email, phone), CAGE Code, UEI number, and web address.
2. Socioeconomic Status: Business size standard under NAICS 325510 (Small or Other Than Small) and specific socioeconomic designations (e.g., 8(a), SDVOSB, VOSB, WOSB, HUBZone).
3. Technical Capability & OEM Status:
• Indicate whether your firm is an authorized distributor or manufacturer of PPG Aerospace Sealing Compounds PR 1664D, PR-2414, and PR-2414T.
• If proposing an alternative non-OEM compound, provide detailed technical data demonstrating 100% fit, form, function, chemical compatibility, and rain erosion / RAM performance equivalence.
4. Manufacturing Capacity & Shelf-Life Management: Demonstrate capability to supply 50 kits of each CLIN annually while maintaining proper chemical storage and shelf-life requirements.
5. Quality Management Systems: Summary of quality certifications (e.g., ISO 9001, AS9100) and batch testing verification procedures.
6. Past Performance: Provide up to three (3) relevant past performance references within the last three (3) years involving identical or similar military sealing compounds (include contract number, agency/client, dollar value, and brief description of scope).
7. Rough Order of Magnitude (ROM) Cost & Pricing Information: To assist the Government in conducting market research and evaluating price reasonableness/budgetary planning under RFO FAR Part 10 and RFO FAR Part 15, please provide a non-binding Rough Order of Magnitude (ROM) price estimate for the required items based on the quantities below:
• Unit Price Breakdown: Please provide an estimated unit price ($/EA) and total price for each item across the 5-year period of performance.
• Commercial Pricing Practices & Terms: Describe your standard commercial pricing terms (e.g., published catalog/list prices, prompt payment discounts, commercial warranty terms, or quantity/volume price break thresholds).
• Identify any expected annual material escalation rates or market drivers impacting raw chemical/resin pricing over a 5-year performance horizon.
• State any Minimum Order Quantities (MOQ), production lead times, or shelf-life restrictions associated with your proposed delivery schedule.
