Department of War/Washington Headquarters Services (DoW/WHS) intends to solicit on a sole source basis under statutory authority permitting Other than Full and Open Competition authorized under the provisions of 10 U.S.C. 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.103-1, Only One Source and No Other Supplies Or Services Will Satisfy Agency Requirements. This Sole Source award is to Geophysical Survey Systems, Inc. (GSSI). The Contracting Officer has determined that Geophysical Survey Systems, Inc. (GSSI) is the only source reasonably available to perform these services in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) 12.102(a) for acquisitions valued at or below the Simplified Acquisition Threshold (SAT).
The Defense POW/MIA Accounting Agency (DPAA) requires a non-personnel services contract for a contractor to procure and deliver a GSSI SIR 400 HyperStacking 350 MHz Ground-Penetrating Radar (GPR) and accessories. This equipment is essential for supporting DPAA's Scientific Analysis Laboratory in its field investigation and recovery efforts. The GPR is utilized to locate buried features such as mass graves and aircraft impact craters, which is critical for the forensic archaeological excavation and recovery of fallen service members.
This is a Notice of Intent to Sole Source. This is not a Request for Proposal (RFP) or a Request for Quote (RFQ), and no solicitation document is available. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this requirement is based upon market research. Information received in reference to this notice will be considered solely for the purpose of determining whether or not conducting a competitive procurement is in the best interest of the Government. The Government will consider written capability statements from interested parties. To be considered, responding firms must submit clear and convincing evidence and documentation demonstrating their ability to provide an equipment solution that is fully interoperable and compliant with the existing baseline of ground penetrating radar equipment currently in operation at DPAA facilities. All information submitted shall be furnished at no cost or obligation to the Government.
Response Deadline:
All responses must be submitted electronically via email to the Contract Specialist, Jacob Lindell, at jacob.r.lindell.civ@mail.mil and to the Contracting Officer, Jonathan Diggs, at jonathan.w.diggs.civ@mail.milno later than 12:00 PM Eastern Standard Time on 07 August 2026.
A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
