The Contractor shall provide reliable, secure, and high-quality commercial cellular telephone services including voice, messaging, and data throughout Jordan and designated roaming countries. Key elements from the 07 October 2026 PWS include: Service Capabilities: Local and international voice calls; SMS and MMS; internet data; call waiting, call forwarding, three-way calling, and voicemail; tethering; automated SMS usage notifications from the service provider. Feature Authorization: Cellular devices shall be explicitly authorized to utilize only those capabilities specified in the assigned service plan. The Contractor shall disable all unauthorized features. Unauthorized access shall result in no additional expense to the U.S. Government. Coverage: Complete 5G cellular service coverage (or then-current commercial standard, whichever is greater) across the Joint Training Center (JTC), Jordan, including all indoor facilities. Reliable connectivity at all U.S. Government facilities in Jordan. Roaming Network: Single total rate applicable to a special calling group that includes Kuwait, Afghanistan, Iraq, Yemen, Egypt, Jordan, United Arab Emirates, Saudi Arabia, Turkey, Oman, Bahrain, Syria, Djibouti, Lebanon, United States of America, Spain, Germany, United Kingdom, and Ireland. Service Plans: Premium-level plans meeting or exceeding unlimited local incoming/outgoing minutes and SMS/MMS; 150 minutes international/roaming; 150 international/roaming SMS/MMS; 18 GB local and Roaming Network data; tethering; voicemail and advanced calling features. Additional Data Packs (2 GB, 30-day expiration, non-auto-refresh) and MiFi Data plans (10 GB base, incremental 2 GB) required. Service Solutions Applicable to All Users: Accounts configured to prevent overages once plan limits are reached (Contracting Officer may set/remove spend limits); unlimited calling group minutes, SMS, and MMS between users on the account; free incoming/outgoing SMS from the service provider; free incoming international calls deducted from local minutes balance (not charged at an increased rate). SIM Management: Ability to activate, change, or disable individual SIM cards within 12 hours of written notification; free SMS usage alerts at 50%, 75%, 95%, and 100% of monthly allotted call, SMS, and data; trio re-pluggable, three-size form-fit, pre-cut SIM cards; rapid replacement/repair/reimbursement for defective SIMs. Technical & On-Site Support: 24/7/365 technical support with English-language industry-standard trouble tracking; on-site hardware/software support personnel available to arrive within 24 hours of notification; fluent in English including technical terminology; emergency repair response within 24 hours. Network Performance Standards: Network availability ≥ 99.9% (measured monthly); call setup success rate ≥ 98%; dropped call rate ≤ 2%; excellent voice quality with minimal static, echo, or distortion; compliance with primary Quality of Service (QoS) performance obligations in the Contractor’s telecommunications license; service (technology, speed, availability) equivalent to that provided to the Contractor’s commercial customers. Network Survivability and Recovery: Working system of network survivability for emergencies and serious disasters; recovery plan addressing network congestion or partial destruction; online tool for assignment of short numbers, call screening rules, and batch provisioning of directory for Business Group members. Mass Notification: Capability to notify all users on the account via SMS within sixty (60) seconds of initiation. Infrastructure & Maintenance: Capability to enhance coverage via towers, antennas, Cellular-On-Wheels (COWs), repeaters, or in-building solutions at no additional cost to the Government; maintain and refuel fixed and mobile cellular towers; coordinate scheduled maintenance at least seven (7) days in advance. Administrative: WAWF invoicing; online account management portal for the Contracting Officer and authorized representatives; mid-cycle plan changes applied the day of request with prorated charges only (no overlap or double billing); JCCS registration and Combating Trafficking in Persons (CTIP) plan requirements.
