1. Executive Summary: Background & Objective
The U.S. Air Force has a critical requirement to support the Minuteman III (MMIII) Intercontinental Ballistic Missile (ICBM) by maintaining the operational readiness of the Missile Guidance Set (MGS) to meet warfighter requirements.
Specifically, this effort supports the repair line for the Pendulous Integrated Gyroscopic Accelerometer (PIGA) Float Assembly. The PIGA Float is a critical and precise sub-assembly that serves as the heart of the PIGA instrument, enabling it to measure missile acceleration. Each MGS contains three separate PIGA instruments (each housing a PIGA Float). Without this critical component, the ICBM would cease to function properly.
The PIGA Float repair effort is a continuous operation necessary to avoid mission degradation. Quality control and precision engineering are paramount due to the strategic importance of the MMIII weapon system. The contractor must maintain stringent quality assurance protocols to guarantee that each repaired PIGA Float meets the rigorous military specifications.

The Government anticipates awarding an Indefinite Delivery/Indefinite Quantity (IDIQ) contract utilizing a mix of Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed-Price (FFP) pricing arrangements.
4. Acquisition Authority & Strategy
In accordance with Revolutionary FAR Overhaul (RFO) Subpart 5.1, this solicitation is an intended sole-source procurement. The Government will solicit and negotiate with only one source: Honeywell Aerospace (CAGE: 09128).
This action is taken under the authority of 10 U.S.C. 3204(a)(1), as implemented by RFO 6.103-1. Market research—including Sources Sought Synopsis FA821425CBPIGA (posted 29 May 2025)—concluded that Honeywell Aerospace is the only responsible source capable of fulfilling the Government’s requirement without causing unacceptable delays to the MMIII weapon system mission.
Note: While this is not a request for competitive proposals, information received from other responsible sources identifying their interest and capability will be considered solely to determine whether to conduct a competitive procurement in the future, at the Government’s discretion.
5. Proposal Submission Instructions
All proposals submitted in response to this solicitation must be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module.
No other methods of proposal submission (e.g., email, hard copy, DoD SAFE) will be accepted. Offerors must be registered in PIEE and have the appropriate roles activated to submit proposals via the Solicitation module prior to the proposal due date.
Submission Cutoff: Proposals will not be accepted after the solicitation closes. Timely submission is the sole responsibility of the offeror, and late proposals will not be evaluated unless otherwise stated under RFO guidelines.
