This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.

This solicitation is Unrestricted.

GULDMANN CERTIFIED INSTALLATION. Non-Union Labor and hardware to install lifts in 25 rooms. Electrical work, existing structure demo, modification, or reinstallation including but not limited to ceilings, walls, tile, patching, painting, acoustic caulking, asbestos abatement, smoke/firewall repair, fireproofing reapplication, sprinkler relocation and door header modification is outside the scope of work for Guldmann installers and Guldmann is not licensed for performing such work, nor is Guldmann responsible for hiring specific contractors/trades to perform such work. ICRA up to level II provided; additional is responsibility of facility. Guldmann will perform light cleaning of the area but returning room to original condition is outside of scope of work for Guldmann installers. If an Above Ceiling Work Permit is required, facility must be provided. Weight test, certification included

Bedford VAMC – Performance Work Statement

1. Scope of Work

The Contractor must provide all labor, personnel, equipment, tools, materials, software, supervision, and other items and services required to remove existing lift systems and install 25 ceiling lift systems at Bedford VAMC.

2. Background

Bedford VAMC requires replacement of its existing ceiling lift systems, which have exceeded their service life. Overhead lifts are utilized to safely transport patients.

3. Objective

Establish a firm fixed‑price contract to procure and install 25 new ceiling lift systems, including all associated equipment, parts, accessories, documentation, and installation services.

5. Specific Tasks

5.1 Structural Design Requirements

Designs must follow:
1. VA Directive 7512, “Seismic Safety of VA Buildings” (AUG 2017)
2. VA Handbook H-18-8, “Seismic Design Requirements” (NOV 2024)
3. VA Specs Section 13 05 41, “Seismic Restraint Requirements for Non‑Structural Components” (JAN 2021)
Required structural drawings and calculations shall be signed and sealed by a Professional Engineer (PE) appropriately licensed for the project location.
Where required by applicable codes or VA requirements, provide Special Seismic Certification and supporting documentation for the applicable equipment/components.
Contractor must revise drawings if directed by the Medical Center.

5.2 Personnel Qualifications

All installation personnel must be manufacturer‑trained and fully qualified.

5.3 Waste Management

Contractor must provide, maintain, and dispose of all material waste and packaging.
Waste must be moved to a contractor‑provided container and removed from the premises.

6. Installation Requirements

Contractor must:

Provide all labor, materials, tools, and equipment needed for installation.
Coordinate installation dates in advance with Bedford VAMC Healthcare Technology Management (HTM).
Ensure all personnel comply with VA security management requirements and obtain VA Police authorization.
Communicate expected installation noise levels prior to starting work; modify work methods/timing as required.
Safely remove and dispose of all packing materials.

7. Training Requirements

Contractor must provide training including:

Technical training
Operational training
Administrative training
Hardware and software troubleshooting

8. Special Work Requirements

8.1 Safety, Privacy, and Security

Contractor must follow all VA standards, policies, and directives related to safety, privacy, and security while performing work.

10. Property Damage

Contractor must prevent damage to Government property and report any incidents immediately. Damaged property must be repaired or replaced at no cost to the Government unless corrective action is accepted by the Contracting Officer.

11. Site Rules

Contractor personnel must:

Wear visible identification at all times.
Park only in designated areas (no reimbursement for violations).
Follow VA restrictions on smoking, cellphone/two‑way radio use near medical equipment, weapon possession, and item inspection.

Salient characteristics

Patient Ceiling Lift System (QTY 25)

The contractor shall provide complete patient ceiling lift systems, including ceiling-mounted lifting units, rail/track systems, hanger/spreader bars, controls, charging equipment, mounting hardware, and other components necessary to provide fully functional systems.

All ceiling-mounted hoists, rails, and applicable components shall comply with ISO 10535:2021, as specified in the existing requirement

XY (H-Track/Traverse) Full-Room Coverage Rail System

Provide XY/traverse ceiling track systems capable of providing patient-transfer coverage throughout the designated treatment area:

The system shall permit smooth multidirectional movement of a suspended patient throughout the required coverage area.

The track system shall accommodate the room configuration and shall be capable of installation using ceiling-mounted, recessed/integrated suspended-ceiling, wall-mounted, or other structurally suitable installation methods necessary for the individual room.

Final track configuration and mounting method shall be determined based on site conditions and approved design/engineering requirements.

Ceiling Lift / Hoist Motor (QTY 25)

Provide a powered ceiling-mounted patient lift/hoist capable of safely lifting and lowering a patient weighing at least 605 lb (275 kg).

The lift shall:

Have a rated lifting capacity of at least 605 lb (275 kg).
Integrated patient-weighing capability capable of measuring and displaying patient weight during use.
Provide smooth, controlled powered raising and lowering appropriate for patient handling
Be available with powered horizontal travel, where required, controllable through the system's user control.
Include mechanical and electrical emergency-lowering provisions, emergency stop, and overload protection.
Utilize a rechargeable battery system providing sufficient capacity for normal clinical operation.
Provide a charging system that minimizes the need for caregivers to manually position the lift at a dedicated charging location.
Provide appropriate visual and/or audible battery/charging status indication.
Automatically enter an operational state when required for use, if automatic activation is required.
Have an impact-resistant, flame-retardant housing suitable for repeated use and cleaning in a healthcare environment.

Hand Control (QTY 25)

Display the patient weight measured by the system's integrated weighing scale directly on the hand control.

Medium Hanger/Spreader Bar (QTY 25)

Provide one ceiling-lift-compatible body-weight-support system for the designated 4 m × 4 m rehabilitation area. The capability may be integrated into the ceiling lift or provided through a compatible accessory or component designed for use with the proposed ceiling-track system.

The hanger bar shall:

Have a rated capacity equal to or greater than the maximum rated capacity of the proposed lift system.

Provide four sling attachment points where required for the intended sling configuration.
Be constructed of durable, corrosion-resistant material suitable for healthcare environments.
Incorporate surfaces/materials that facilitate routine cleaning and disinfection.
Be appropriately sized for the intended patient population and clinical applications.
Be designed for safe and convenient caregiver handling.

Body-Weight Support / Rehabilitation Capability (QTY 1)

System shall provide adjustable partial body-weight support suitable for rehabilitation activities such as standing, sit-to-stand, stepping, balance, gait/mobility training, and similar therapeutic exercises. The capability may be integrated into the ceiling lift or provided through a compatible accessory or system.

Installation (QTY 25)

The contractor shall provide all labor, mounting hardware, equipment, testing, and services necessary to install and commission complete ceiling lift systems in 25 rooms.
Installation shall include removal of existing lift systems where required, coordination with facility requirements, support for the specified ICRA Level II conditions, and load/weight testing and certification of the completed systems.
Required structural or construction-trade work outside the lift installer's licensing or scope shall be identified and coordinated in accordance with the final statement of work.
Install the ceiling lift, track, supports, anchors, and associated components in accordance with the approved structural/seismic design and manufacturer's requirements.

The following solicitation provisions and clause apply to this acquisition:

ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (DEVIATION AUG 2025)

Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The version of FAR 52.212-1 in the addendum is tailored for Simplified Acquisition Procedures and supersedes the current version of FAR 52.212-1 contained in the FAR.

The following provision is incorporated into 52.212-1 as an addendum to this solicitation:

52.212-1 Instructions to Offerors—Commercial Products and Commercial Services (DEVIATION AUG 2025)

(a) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include—

(1) The solicitation number;

(2) The name, address, telephone number of the Offeror;

(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;

(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;

(5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and

(6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments.

(b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.

(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.

(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.

(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:

(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.

(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.

(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.

(4) A summary of the rationale for award.

(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.

(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.

Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in RFO 12.201-1 Simplified procedures, where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following:

Technical or Quality: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation.
Past Performance: The past performance evaluation will assess the relative risks associated with a quoter’s likelihood of success in fulfilling the solicitation’s requirements as indicated by the quoter’s record of past performance. The past performance evaluation may be based on the contracting officer’s knowledge of and previous experience with the supply or service being acquired; Customer surveys, and past performance questionnaire replies; Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis.
Veterans Involvement: In accordance with Veterans Affairs Acquisition Regulation (VAAR) 852.215-70 (DEVIATION), Service-Disabled Veteran-Owned and Veteran-Owned Small Business (VOSB) Evaluation Factors, the Government will assign evaluation credit for a Quoter (i.e., prime contractor) which is a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a VOSB. To receive credit, an offeror must be registered and verified in SBA.gov database at time of quotation submission and at time of award ( https://certifications.sba.gov/) and must meet federal small business size standards for the North American Industry Classification System (NAICS) code assigned to this solicitation. Price: The Government will evaluate the price by adding the total of all line-item prices. The Total Evaluated Price will be that sum.
