Military Equal Opportunity Policy analysis and Recommendation

This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Part 12 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued.  

Solicitation number 70Z02326Q000H0002 is issued as a Request for Quote (RFQ) for a short-term bus contract.

The United States Coast Guard (USCG) has the following requirement:

The North American Classification system (NAICS) code is 541611 Administrative Management and General Management Consulting Services, and the applicable PSC is R699 Support - Administrative: Other Service.  interedted parties must be registered under the NAICS code in the System Award MAnagement (SAM) prior to submittng their quote.  

USCG intends to issue a purchase order in support of this requirement.  These services are to provide a comprehensive analysis of existing USCG and other military branches’ MEO processes to inform the development of a new, updated USCG MEO program, including policies and guidance documents (i.e. instructions and SOPs). This effort will involve in-depth research, stakeholder engagement, a current-state analysis, and the development of an actionable implementation plan to ensure the recommended overhaul of the USCG MEO Program is successfully adopted and implemented.
