OTHERWISE, THIS MARKET RESEARCH IS BEING USED TO IDENTIFY POTENTIAL AND ELIGIBLE OFFERORS, OF ALL SIZES, PRIOR TO DETERMINING THE COMPETITIVE METHOD OF ACQUISITION AND ISSUANCE OF SOLICITATION.

This notice serves as a market research tool conducted in accordance with Federal Acquisition Regulations (FAR) Part 10 to assess potential Offerors and their technical capabilities. The findings from this market research will assist in determining the appropriate procurement strategy. Offerors who believe they possess the capability to provide the required services and can meet the requirements as a prime contractor or as a joint venture are invited to respond to this notice.
PLACE OF PERFORMANCE
Approximately 99 percent of work will be performed at the Government site and one (1) percent of work to be performed at other than Government locations. Government site(s) include, but are not limited to Camp Pendelton, CA; Lemoore, CA; Miramar, CA; Point Mugu, CA; San Diego, CA; Jacksonville, FL; Mayport, FL; Kaneohe, HI; New Orleans, LA; Beaufort, SC; Cherry Point, NC; New River, NC; Fallon, NV; Fort Worth, TX; Oceana, VA; Norfolk, VA; Whidbey Island, WA; Iwakuni, Japan; Okinawa, Japan; Atsugi, Japan; and/or other sites as situationally needed.
ANTICIPATED CONTRACT TYPE
The Government is anticipating this follow-on contract to be a single award IDIQ with Cost-Plus Fixed Fee CLINs for Labor and Cost Reimbursable CLINs for associated Other Direct Costs (ODCs). The intended contract will be for a one (1) base year and four (4) option periods beginning in approximately FY 2027, Quarter 2. The estimated Level of Effort is 696,632 man-hours.
INCUMBENT CONTRACT INFORMATION
ELIGIBILITY
The applicable NAICS Code for this requirement is 488190 Other Support Activities for Air Transportation with a Small Business Size standard of $40 Million. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. The Product Service Code (PSC) for this effort will be L016: Technical Representative – Aircraft Components and Accessories.
REQUIREMENTS INFORMATION
The Naval Air Systems Command (NAVAIR), Commander, Fleet Readiness Centers (COMFRC), Patuxent River, Maryland intends to procure Contractor Engineering Technical Services (CETS) for the Naval Air Technical Data and Engineering Service Center (NATEC) in support of aircraft corrosion control and support equipment maintenance
The Contractor shall provide CETS at various Fleet shore activities for the purpose of informing, instructing, and training Navy and Marine Corps military and civilian personnel to be proficient in the installation, operation, and maintenance of Aircraft systems/subsystems as listed in paragraph 4.3.3 of the attached draft Statement of Work (SOW) and the draft Support Requirements. Additionally, these CETS will provide their technical expertise for guidance and advice to resolve unusually complex technical problems. This acquisition is for CETS in support of corrosion control on USN and USMC aircraft and related Support Equipment as listed in paragraph 4.3.3 of the attached draft SOW and the draft Support Requirements. The Contractor shall provide technical advice, assistance and on the job training (OJT) to Navy, Marine Corps military and civilian personnel at Fleet shore activities, CVN, and L class ships on the prevention, inspection, mitigation, treatment and repair of corrosion on USN and USMC aircraft and related Support Equipment. Contractor Field Services (CFS) technical expertise is Aviation Core Disciplines Airframe (AF), Powerplant (PP), Avionics (AV), Electrical (EL) and Ground Support Equipment (GSE). CFS technical expertise categorized by Aviation Core Disciplines.

Offerors shall have a Capability Maturity Model Certification (CMMC) Level 1 (Self) in accordance with DFARS 252.204-7021. The Contractor shall meet all requirements at FAR 52.240-93 Basic Safeguarding of Covered Information Systems.
Offerors that are capable of meeting this requirement and can maintain this capability throughout the duration of the effort being solicited, are encouraged to respond.
SUBMITTAL REQUIREMENTS (CAPABILITIES STATEMENT)
All submissions shall include the Sources Sought Notice name/number, Company Name, Company Address, Company Business Size, and Points of Contact (POC), including names, phone numbers, and email addresses. Capability statement packages should demonstrate the ability to perform the services listed in the attached DRAFT SOW and DRAFT CDRLs.

In addition to the above, the Government is requesting feedback on the DRAFT SOW, DRAFT labor categories and associated Level of Effort. If there is any feedback on any of these documents, please include that within the capabilities statement submission. Specific details are requested to help in supporting the feedback. This feedback DOES NOT count against the page limitations for the capabilities statement and should be submitted as a separate file at the same time as the capabilities statement submission. The Government may or may not reach back out to the Offerors to discuss the feedback in depth.
Interested Offerors shall submit capability statements (no more than 15 pages in length, single spaced, Times New Roman 11-point font) electronically in Microsoft Word or Portable Document Format (PDF) to the Contract Specialist, Kim Compton at kimberly.a.compton6.civ@us.navy.mil and the Procuring Contracting Officer, Tiffany L. Crayle at tiffany.l.crayle.civ@us.navy.mil, no later than 12:00 PM Eastern Daylight Time (EDT) on September 30, 2026. If a DOD SAFE link is required for an Offeror to submit their capability statement, the Offeror must request via email to the Contract Specialist and the Procuring Contracting Officer, seven (7) business days prior to the closing of this notice. Late requests will not be accepted. When the Contract Specialist generates a DOD SAFE drop-off request for the Offeror, you will receive an email with a link to submit your drop-off. This link is good for a one-time submission; ensure that the submission is sent to both the Contract Specialist and the Procuring Contracting Officer. All questions or inquiries regarding this notice must be directed to the Contract Specialist and the Procuring Contracting Officer.
