This is an RFP for the Arnold Engineering Development Complex (AEDC) FARM III contract. This requirement is being solicited as full and open competition, utilizing Highest Technically Rated Offeror (HTRO) method for evaluation. The FARM III effort is a competitive, multiple-award, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. The scope of these projects includes design-build, construction, and two-phase design-build projects for mechanical, electrical, instrumentation, data, and control systems, and utilities. These projects will support plant and infrastructure sustainment, restoration, and modernization for military ground testing facilities at AEDC and its Geographically Separated Units (GSUs) as detailed in the Statement of Work. The ultimate goal is to support the critical research, development, test, and evaluation mission at AEDC.

Please note the following key dates and deadlines:

a. Post-Solicitation Conference: A virtual conference will be held on 8 May 2026. Each offeror that is interested in participating as a prime contractor on the FARM III IDIQ will be allotted a 30-minute one-on-one conference with the FARM III source selection team. To sign up to participate in this conference, please respond to the Points of Contact (POCs) listed in paragraph 8 of the RFP cover letter no later than 2:00 PM Central Daylight Time (CDT) on 4 May 2026. Provide a list of attendees and email addresses that will participate in the conference for your company and any questions that you would like to be discussed.

b. RFP Questions and Comments Due Date: All questions and comments regarding this RFP are due no later than 2:00 PM CDT on 13 May 2026. Please use the provided FARM III RFP Atch B Questions Template for your submissions and submit it to the Contract Specialist and the Procuring Contracting Officer (PCO) at the email addresses provided in paragraph 8. The Government will consider all timely submitted comments and questions for possible incorporation.

c. Proposal Due Date: Proposals and all attachments should be submitted in the Procurement Integrated Enterprise Environment (PIEE) no later than 11:00 AM CDT on 26 May 2026.
