USACE Philadelphia District is seeking capable small businesses for stormwater sampling in accordance with the PWS attached.
The 99th Readiness Division (RD) Directorate of Public Works (DPW) requires professional services and technical support to complete stormwater sampling and monitoring at one (1) facility in Maryland, two (2) facilities in Massachusetts, one (1) facility in New Hampshire, four (4) facilities in New York, and one (1) facility in Pennsylvania. The 99th RD does not have staffing or in-house subject matter expertise required to ensure compliance with State mandated permit requirements.
The 99th RD DPW Environmental Division provides regional environmental support for facilities located in thirteen (13) states along the east coast that comprise the 99th RD’s Area of Responsibility (AOR). The 99th RD has an environmental support team at headquarters, located at Joint Base McGuire-Dix-Lakehurst (JBMDL), NJ, and Regional Environmental Protection Specialists (REPS) located throughout the AOR who serve as the Point of Contact (POC) at each facility.
The 99th RD has one (1) facility in Maryland under the Maryland Department of the Environment (MDE) General Permit for Discharges from Stormwater Associated with Industrial Activities. The facility is currently inactive, because industrial activity is not occurring, but the sampling required under the permit is conducted in case industrial activities resume at the facility in the future. This permit requires a comprehensive sampling program which includes analytical stormwater sampling, monitoring, and associated reporting to MDE.
The 99th RD has two (2) facilities in Massachusetts and one (1) facility in New Hampshire under the Environmental Protection Agency (EPA) Multi Sector General Permit for Discharges of Stormwater Associated with Industrial Activities (MSGP). This permit requires the 99th to conduct a comprehensive sampling program which includes analytical stormwater sampling, monitoring, and associated reporting to EPA.
The 99th RD has four (4) facilities in New York regulated under the New York State Department of Environmental Conservation’s (NYSDEC) Multi-Sector General Permit for Stormwater Discharges Associated with Industrial Activity (MSGP). The MSGP requires the 99th RD to conduct a comprehensive sampling program which includes analytical stormwater sampling, monitoring and associated reporting to NYSDEC.
The 99th RD has one (1) facility in Pennsylvania under the Pennsylvania Department of Environmental Projection (PADEP) General Permit for Discharges of Stormwater Associated with Industrial Activities (PAG-03). This permit requires the 99th to conduct a comprehensive sampling program which includes analytical stormwater sampling, monitoring, and associated reporting to PADEP.
The option to use representative outfalls is available for some facilities and that information is noted in tables 3.1-3.5. If there are two (2) or more regulated outfalls at a facility that produce almost identical discharges based on the type of industrial activities occurring within the drainage area, the contractor may test from what is considered the, “worst case,” outfall and use the results as representative data for the almost identical outfalls. The contractor shall verify this prior to conducting monitoring.
