Expression of Interest
UT-Battelle, LLC (UT-B) is the Managing and Operating Contractor for the Oak Ridge National Laboratory (ORNL) and is issuing this Expression of Interest (EOI) to conduct market research in an effort to identify parties with an interest in partnering with UT-B to replace aging facilities and to provide additional space for new and expanding programs in or around the vicinity of Oak Ridge, Tennessee.
UT-B may seek to secure space that meets the requirements outlined as follows:
Overview: This lease outlines requirements for industrial warehouse space, establishing comprehensive standards for design, construction, accessibility, environmental conditioning, and safety. The Lessor is fully responsible for designing, constructing, operating, and maintaining the building in compliance with all federal, state, and local codes throughout the lease term. Property location must reside in the delimited area within 10 miles of the Oak Ridge National Laboratory.
Key Requirements:
1. General Construction & Certification
All work must be performed by licensed, skilled mechanics/laborers and is subject to on-site inspection by the Company during progress and post-completion.
Space must possess a current, valid occupancy permit issued by the local jurisdiction.
Prior to occupancy, the Lessor must furnish, at no cost to the Company, a certification bearing the seal of a Tennessee-licensed architect or engineer verifying that the facility satisfies lease terms and all applicable municipal, state, and federal building, fire, life safety, and accessibility codes.
2. Space & Structural Specifications
Usable Area: Minimum of 50,000 usable square feet suitable for handling, sorting, and storage of property and equipment.
Clear Height: Minimum 24-foot high clear area to the lowest obstruction.
Office & Support Spaces: Includes one 10' x 13' office, polished concrete floors for office space, and grind-and-seal concrete floors across warehouse spaces.
Floor Slab: High-strength 6-inch concrete slab.
Doors: At least two 16' x 16' roll-up doors (with a minimum of one 16-foot roll-up door specified for delivery access).
Loading Dock: At least one (1) depressed loading dock or pit dock equipped with a functional manual or hydraulic dock leveler capable of supporting a loaded forklift (25,000 lbs. capacity or higher), bridging safely to truck beds, adjusting to standard trailer heights, and supporting secured access and remote camera/alarm monitoring.
3. Environmental Controls & Utilities
Climate Control: Strict continuous HVAC control maintaining temperatures between 65°F and 75°F during operating hours (and set no higher than 55°F during non-working heating hours) with relative humidity maintained strictly below 60% at all times. Thermostats must be secured via key or locked cage.
Ventilation & Air Quality: Ventilation conforming to ASHRAE Standard 62.1, with restrooms exhausted at a minimum of 10 air changes per hour. Indoor air quality contaminant indicator thresholds: Carbon Monoxide (CO) ≤ 9 ppm (8-hour TWA); Carbon Dioxide (CO2) ≤ 1,000 ppm (TWA); Formaldehyde (HCHO) ≤ 0.1 ppm (TWA).
Electrical Service: Main service distribution providing approximately 600 amps of 480 V, 3-Phase power, alongside standard 120/208 V, 3-Phase, 4-wire power per floor.
Utility Metering: Separate utility meters for electric and gas dedicated exclusively to Company usage (no proration permitted); water and sewer are included in the base rent.
Telecommunications & Data: Dedicated space in the main communications room with dual 4-inch exterior conduits for redundant connectivity paths. Minimum of two (2) Cat 6A non-spliced internal data drops per work area routed through cable trays and labeled on both ends.
4. Fire Protection & Life Safety
Sprinkler System: Landlord-provided automatic fire sprinkler system (NFPA 13 / ESFR) designed for storage over 12 feet high with Class IV commodity storage capabilities; inspected and maintained per NFPA 25.
Fire Alarm & Detection: Building-wide fire alarm system per NFPA 72 transmitting directly to the local fire department or central dispatch. At least two system smoke detectors per occupied floor tied directly into the building alarm system.
Egress & Extinguishers: Portable fire extinguishers installed and maintained per NFPA 10 and ADA mounting rules. Unrestricted access to a minimum of two remote exits per floor compliant with NFPA 101 / IBC and illuminated exit signage.
5. Security & Access Control
Perimeter Video Surveillance: Landlord-maintained CCTV system covering all exterior entrances, exits, loading docks, and common warehouse areas; recordings must retain a minimum of 60 days of video footage in commercially reasonable resolution.
Intrusion Detection: Third-party intrusion alarm systems (motion detectors, door contacts, and window contacts or anti-intrusion grilles on accessible/ground-level windows) reporting directly to local police, with annual preventive maintenance.
Access Control Infrastructure: Lessor supplies boxes, conduit rough-in, cabling, and mounting hardware for badge readers at all exterior man doors, emergency egress doors, and specified interior doors.
Glazing: Exterior perimeter windows require shatter-resistant film applications.
Power Resiliency: Battery backup systems must be provided for fire detection and alarm panels (central emergency generator not required from Lessor).
6. Accessibility, Site & Amenities
Full compliance with the Americans with Disabilities Act (ADA) throughout the facility, paths of travel, and parking areas.
Outdoor parking must meet local zoning requirements, include dedicated accessible stalls, and provide a minimum of 1 foot-candle illumination across walking surfaces.
Separate, fully equipped ADA-compliant restrooms for men and women, featuring floor drains, standard dispensers, and mirrors.
Minimum of one chilled potable water drinking fountain in the warehouse space.
7. Operations, Maintenance & Documentation
Operating Hours: Base building operating window is 7:00 AM to 7:00 PM, Monday through Friday (excluding Company holidays), with 24/7 unrestricted tenant facility access.
Maintenance & Cyclical Care: Lessor provides complete preventive maintenance, including grounds upkeep, snow/ice removal, on-demand restroom janitorial services (up to once weekly), cyclical common area painting (every 3 years), interior repainting and parking restriping (every 5 years), and full carpet replacement if applicable (every 10 years).
Service Schedule: Lessor must deliver a detailed written periodic maintenance schedule within 60 days of occupancy.
As-Built Plans: Within 45 days of acceptance, Lessor must furnish electronic as-built CAD files (.DWG format, latest AutoCAD release) and PDF drawings labeled with building details and architect contact information.
