The United States Naval Ship (USNS) Comfort (T-AH20) is a 1,000 Bed Hospital Ship which provides rapid response for Combat Casualty Care, Humanitarian Assistance, and Disaster Relief operations worldwide. Comfort Provides the National Command Authority unparalleled healthcare capability to support America's strategic interests.
Need:
USNS Comfort (T-AH 20) (home port: Naval Station Norfolk, VA) has a requirement for preventative maintenance (PM), calibration and repair services for the two Phacoemulsification units, ALCON Centuries identified below:

The Contractor shall provide for all-inclusive labor, supervision, parts, diagnostic equipment, inspections, and shipping, necessary for calibration and any required corrective maintenance for all equipment identified above. The Contactor shall maintenance the Laboratory analyzer within the original equipment manufacturer (OEM) specifications, in like new or better condition.
NOTE: Under no circumstances shall the Contractor assume a verbal or written inquiry as authorization to provide services not specifically identified in this PWS.
Service deemed outside of the scope of this requirement. Defects in equipment or repairs beyond normal preventative and corrective maintenance are deemed to be outside the scope of this requirement. In these incidences, the Contractor shall immediately notify Contracting Officer, Contracting Officer Representative (COR), and Chief Biomedical Repair Tech (BMET) in writing and a written cost estimate for the repair/replacement.
The estimated period of performance (POP) will be for a Base year plus four Option Years.
Place of Performance
Work Location: Location of work for normal repair and preventative maintenance is Norfolk Naval Base, Norfolk, VA for the USNS COMFORT (T-AH 20).
Preventive Maintenance/Calibration/Repair services. The Contractor shall respond telephonically or electronically to all telephonic or electronic service calls within four (4) normal business hours of notification of a problem. The Contractor shall provide on-site service and shall complete all corrective measures within five (5) business days of initial notification.
Activation. The Contractor shall respond in person no later than 48 hours after notification of activation.
All closings for severe weather or other emergency will be at the sole discretion of the Government. The contractor shall maintain the required service schedule until such time that the COR notifies the contractor that weather conditions or an emergency authorizes a closing. The contractor will receive guidance from the COR with protocol for closings at least thirty (30) minutes prior to the scheduled service.
Furlough. Unless otherwise authorized by a defense appropriations bill, contractors will not be reimbursed by the Government for services not received during a Government furlough. In the event of a Government furlough, only critical / essential services are to be provided and are reimbursable.4
Non-essential. Services provided under this PWS are deemed non-essential in-nature.
Acceptance Criteria
Upon receipt, Biomedical Equipment Technicians will verify that the delivered services conform to all the requirements set forth in Section 2 above. Formal acceptance will be communicated between the Contracting Officer’s Representative(s) (COR) and the USNS Comfort WAWF Acceptor through a signed acceptance document (DD250) executed by authorized representatives confirming that invoicing is accurate and is consistent with all deliverables and services.
This notice of intent is not a request for competitive proposals. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and price information, in sufficient detail with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed five (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response or acceptance of the capability statement. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements should also include the business size and cage code.
