Fire Extrication Equipment

1. This RFI is issued solely to determine potential sources for information and planning purposes. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The Government is not at this time seeking proposals and will not accept unsolicited proposals. Not responding to this RFI does not preclude participation in any potential future RFQ. It is the responsibility of potential offerors to monitor SAM.gov for additional information pertaining to this requirement. The purpose of this notice is to conduct market research, a continuous process for collecting and analyzing information about capabilities within the market to satisfy agency needs. The acquisition strategy has not yet been determined, and market research results will assist in determining the direction this acquisition may take.

2. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran- Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate. Responses are requested from all business sizes.

3. This Sources Sought is for Fire Extrication Equipment. Please provide a quote to be used for market research purposes only:

- Two (2) spreading tools

- Two (2) cutting tools

- Two (2) telescopic rams

- Two (2) combination tools

- Two (2) sets of removable combination tool tips that support spreading operations

- Two (2) sets of removable combination tool tips that support rapid intervention crew and forcible entry operations

- Four (4) sets of cutting surface blade inserts for the cutting tools

- Two (2) backpack systems capable of carrying combination tool, interchangeable tips, and additional batteries

- Two (2) sets of adjustable chain packages that are compatible with the spreading tool.

Additional Information:

- Battery platform of the extrication equipment must be interchangeable with current in-service equipment based on the Milwaukee M18 system.

- Batteries must be commercially available from off-the-shelf sources rather than being a single-source, proprietary component.

- A spreading tool that has a length not to exceed 41 inches, a width not to exceed 12 inches, and a height not to exceed 9.5 inches to ensure equipment can comply with existing vehicle compartment space availability.

- The spreading tool must have a spreading distance of 31 inches and a pulling distance of 26 inches.

- The spreading tool must be compatible with a chain package offered by contractor for additional costs. - A combination tool that has a length not to exceed 35 inches, a height not to exceed 9.5 inches, a width not to exceed 8 inches to ensure equipment can comply with existing vehicle compartment space availability.

- The combination tool is required to not exceed a weight of 36 lbs. for enhanced operator portability and reduced fatigue in challenging or extended rescue environments.

- The combination tool must be compatible with a dedicated backpack system to support low/high angle rescues, rescue task force operations, and confined space scenarios.

- The combination tool must be compatible with interchangeable tips offered by the contractor.

- A cutting tool that has a length not to exceed 38 inches, a width not to exceed 10 inches, and a height not to exceed 9.5 inches to ensure equipment can comply with existing vehicle compartment space availability.

- The cutting tool must feature user-replaceable blade inserts that can be changed in-house or on-scene to minimize tool downtime and reduce long-term maintenance and repair costs available through the contractor.

- A telescopic ram that has a closed length not to exceed 23 inches, a width not to exceed 6.5 inches, and a height not to exceed 14 inches to ensure equipment can comply with existing vehicle compartment space availability.

- The telescopic ram must have an extended length of at least 54 inches to ensure versatility with various vehicle types accessing SSFB.

- An integrated backpack system that must be capable of carrying a combination tool, interchangeable tips, and additional batteries to support low/high angle rescues, rescue task force operations, and confined space operations.

-This is a turn-key delivery operation wherein the contractor shall deliver extrication equipment to the installation, ensure operational readiness, and provide three (3) training sessions with operations personnel. The training sessions shall include care, maintenance, troubleshooting, and safe operations of the tool. The contractor shall provide a one (1) year warranty that includes parts, labor and shipping.
