This is a combined synopsis/solicitation for commercial products prepared in accordance with RFO FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. The 177FW, NJANG has a requirement for a replacement engine for a 2013 Kubota SVL 90-2 Skidsteer and required service in accordance with attached Statement of Work (SOW).
GENERAL INFORMATION
Solicitation W50S8F-26-Q-A018 is issued as a Request for Quotes (RFQ). This solicitation contains attachments defining the requirement.
Quotes shall be valid for 90 days. Please include expiration date in your quote.
This solicitation incorporates provisions and clauses for commercial items IAW RFO Federal Acquisition Regulation and its applicable supplements.
This procurement is a 100% Total Small Business Set-Aside. The NAICS code for this requirement is 811111- General Automotive Repair. The small business size standard is $9M.
FAR 52.232-18 Availability of Funds (Apr 1984)- Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The intended contract vehicle will be a Firm-Fixed Price Contract.
SUBMISSION AND EVALUATION OF QUOTES
Quotes are due no later than the date and time posted on the solicitation to the attention of Ms. Johanna Paz 177FW.Contracting.Org@us.af.mil. Emails sent to any other email will not be answered. It is the best interest of the offeror to ensure the quote submitted is received by the 177FW NJANG Contracting Office no later than the date and time specified in the solicitation.
The provision RFO FAR 52.212-1, Instruction to Offerors, Commercial in its latest edition applies to the solicitation. In accordance with RFO FAR 52.212-1(d); The Government intends to evaluate offers and award a contract without discussions with offerors.
Quotes will be evaluated for conformance with the requirements of the solicitation and posted attachments. Offerors shall submit all product information for all components of the engine and service location where the work will be performed with their quote package. Product information shall include adequate information (product brochures, cut sheets, technical data sheets, etc.) for the Government to determine if the item being offered meets the Minimum Specifications identified. Links to web sites are not acceptable. Failure to provide adequate specification information will render the quote non-responsive, and it will not be considered for award.
Offerors shall provide at least three similar projects, with points of contacts, performed during the last three (3) years. The offeror may also be evaluated based on other internal Government or private source information. The Government may utilize the Contract Performance and Rating System (CPARS) to search for recent and relevant offeror performance and ratings.
The government intends to award to the responsible offeror whose offer conforming to the solicitation will provide the Best Value to the Government in meeting the Technical Requirements in accordance with the SOW, Past Performance, and in Price.
FORMAL COMMUNICATION & OFFEROR EXPLANATIONS
Submit all Requests for Information (RFI) in the format shown below by email to the Contracting Office. All questions must be submitted through the Contracting Office. All RFI must be received by the Government no later Noon, local time 25 June 2026. Solicitation RFI received after this date and time will not be answered. A record of the RFI log will be posted on www.SAM.gov under this solicitation. The record will include RFI (on a non-attribution basis) and answers.

SOLICITATION AMENDMENTS
Solicitation Amendments, if or when issued, will be posted to www.SAM.gov for electronic downloading. This will be the only method of distributing Solicitation Amendments prior to the Solicitation close date. It is the offerors responsibility to check the website periodically for any amendments to the solicitation. The website is occasionally inaccessible due to various reasons beyond the control of this office.
The offeror shall acknowledge all Solicitation Amendments posted with this solicitation. Offers received that do not acknowledge all Solicitation Amendments will be considered Non-Responsive and not eligible for Award.
NATIONAL GUARD PROTEST PROCEDURES (P):
NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.
Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency’s Protest Decision Authority, but not both, in accordance with NG protest procedures.
To be timely, the protests must be filed with the periods specified in RFO FAR 33.104.
To file a protest under the NG Agency Protest Program, the protest must request resolution under that program and be sent to the address below:
